LOCATION: This role can be located in a country where Oxfam has a presence, subject to Oxfam’s ability to employ in that location, the affordability and practicality of doing so for this restricted funded fixed term position and right to work requirements being met. Global Humanitarian Team Purpose
The GHT has designated responsibilities to support, coordinate and lead humanitarian response and policies to reduce the impact of, prepare for and respond to crises, harnessing the resources of the whole Oxfam confederation to deliver support for Oxfam’s strategic plan.
The GHT works across Oxfam countries and regions and in close coordination with others working on fragility, development and influencing to ensure Oxfam delivers quality work across the nexus. GHT will work with others to maximise the quality and impact of Oxfam’s humanitarian programme by

• Delivering rapid, safe and high-quality emergency surge capacity.
• Supporting programme strategy, operational design, humanitarian preparedness and response. As necessary, collaborate on our approach to fragility and across the nexus.
• Facilitate the development of humanitarian capacity across Oxfam and partner organizations through building and brokering a cross confederation network and community.
• Supporting the gathering of evidence to enable learning, innovation and advocating for change across the sector.
• Working with Campaigns and Policy to influence for greater respect of the basic rights of crisis affected men and women.
• Working closely with affiliates in their roles as EAs and PAs for the best interests of the humanitarian programme.
• Ensure connection with global and technical humanitarian system and coordination structures to share good practice, be informed of new developments, maintain Oxfam’s reputation and influence the system.
Performance and Innovation Team (PIT) Purpose
As part of the GHT, the Performance and Innovation team is composed of experts in each Oxfam key programming and quality area, to provide strategic leadership, expertise and support to the confederation’s humanitarian programme and global positioning. They PIT builds and brokers a network of practitioners in key technical areas to improve coordination, coherence and learning across the confederation. It sets and monitors programme standards, uses evidence to drive organisational learning and innovation, gathers evidence, analyses performance and makes recommendations for internal change or adaptation and to ensure Oxfam remains a key humanitarian actor able to influence the global sector. The PIT leads innovation and collaborates with external partners and stakeholders to improve the humanitarian system.
In line with Oxfam’s values and aim to be partner led, Oxfam’s project importantly includes organisations in the Global South working on IHL and protection, and the creation of an informal network of organisations to work as a community of practice to promote better understanding and ultimately compliance with IHL.
This project sits under Oxfam’s Global Protection Strategy 2021-30 and contributes to Oxfam’s vision that civilians caught up in conflict and crises will be safer, have their rights respected and fulfilled and parties to conflict – both state and non-state – will uphold their responsibilities to protect civilians, and that those who do not adequately protect civilians will be held to account and survivors will receive justice.
Job Purpose
The Protection Partnership and Network Coordinator will work with the IHL Policy Lead in the GHT to deliver a project on advocating for protection of civilians in conflict and greater compliance with International Humanitarian Law (IHL).

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
This role Is part of the GHT Performance and Innovation Team, which leads innovation and collaborates with external partners and stakeholders to improve the humanitarian system. The Partnerships and Network Coordinator is primarily responsible for developing and coordinating an informal network of national and international organisations carrying out advocacy, campaigning and influence with the aim of greater compliance with International Humanitarian Law (IHL) and better protection of civilians in conflict and crisis situations.
• Develop an informal network of national and international organisations including consultations on the specific objectives of the network, structures, ways of working
• Lead the development of a strategic plan for the network including a communications plan
• Coordinate and communicate with other relevant networks and organisations including on the goals and purpose of the network
• Creation and coordination of a series of capacity-building actions on collective advocacy, campaigning and influencing for local, national and international NGOs, international organisations, and humanitarian leaders, including peer to peer learning
• Create spaces and opportunities for network members to participate in key meetings, and events (such as PoC week) providing practical and technical support to enable their participation
• Provide technical support and advice (including in-person support) on developing context-specific advocacy strategies, activities, and tools.
• Support to the development of Oxfam partner’s protection and IHL advocacy work, including through coaching and mentoring individuals.
• Active participation in Oxfam’s Global Protection Team and Rights in Crisis Campaign structures and support to the implementation of Oxfam’s Protection Strategy 2021-30.
• Work with the IHL in Focus project team to ensure effective implementation of the project, and to ensure the monitoring and evaluation of project activities and objectives, and compliance with donor requirements
• Develop sustainability options for the network including mapping out future funding potential.
