DCA invites applications for two Protection Project Managers for its Democratic Republic of Congo programme. This is a non-family position based in Kirumba and Kitshanga.

The Protection Project Manager is responsible for the implementation of the DCA DRC Protection and multi-sector response activities, and the day-to-day management of DCA DRC´s Protection and multi-sector humanitarian (Protection, GBV and Shelter and NFI) response projects within the geographical area of responsibility. S/he will ensure that all projects under her/his responsibility are in-line with DCA DRC technical quality standards and are on time, within budget and scope, and provide management expertise on project implementation. Within the scope of her/his responsibilities, s/he will represent DCA in dealings with local authorities and humanitarian partners (NGOs, civil society, Shelter Cluster – AME, etc.) in the project implementation zone. Finally, he/she will manage the project team.

The main duties relating to this position are as follows:

Project Management and Implementation

  • Defining programme scope, objectives, timelines, and milestones in collaboration with stakeholders
  • Under the supervision of the Programmes department, ensuring program’s adaptability to the operational context and adapt tools and project implementation approaches.
  • Planning the implementation of activities and overseeing project performance as defined in the project proposal and according to the distribution of roles, in liaison with support services
  • Ensures administrative follow-up and monitoring of the project’s activities
  • Coordinating Protection and Shelter and NFI activities, ensuring the highest protection mainstreaming standards throughout the project implementation
  • Establishing contacts and operational links with the local authorities and humanitarian actors involved in the project for the implementation of activities, under the supervision of the Area Manager
  • In coordination with the MEAL teams, ensures that an accountability system adapted to the context of the project is put in place
  • Contributing to needs assessments to inform program design and strategic direction.

Technical Management

  • Ensuring implementation of protection projects according to the overall protection strategy, DCA DRC harmonised approaches, in line with Standard Operating Procedures (SOP) and technical guides on General Protection and GBV considering remote modalities
  • Guiding Protection Team Leaders to ensure quality in the protection deliverables according to technical guides and SOPs
  • Providing capacity building to DCA staff and partners in collaboration with the technical line manager

Internal coordination and team management

  • Steering the administrative, logistical and financial management of the project, ensuring good collaboration with the support departments
  • Ensuring good management with the team both related to adhering to DCA policies, clear communication and ensuring clear roles and responsibilities within the team
  • Actively participating in the team members´ professional and personal development through individual exchanges, positive feedback, coaching, systematic appraisals and revisions
  • Mitigating and resolving conflicts within the team

External coordination

  • Representing DCA in dealings with the authorities, partner organisations and all local project implementation stakeholders, and local clusters under the supervision of the Area Manager
  • Following up the implementation of the collaboration protocols with the relevant authorities as per national and local requirements

Partnerships and Localization

  • Actively exploring and identifying potential partners in line with the localization strategy in coordination with the Programme Unit and the Area Manager.
  • Engaging in bilateral coordination with local and I/NGOs to expand and strengthen DCA´s partner networks, as well as support in roll out of Protection activities with partners

Support to security management

  • Under the Area manager and the Security Officer´s lead, participating in the process of updating and adapting safety and security tools
  • In close coordination with the Area Manager and the Security Officer, ensuring that project teams comply with safety rules

Required profile

Education:

  • University degree or Advanced University degree (Master’s degree) in a relevant field (e.g., political science, human rights, humanitarian project management, social work, international law, international development, etc.).

Experience and technical competencies:

  • 3-5 years of practical experience in the Protection field working for an INGO.
  • Experience in Protection Monitoring, Case Management, Community Based Protection and/or GBV.
  • 2 years of practical experience in humanitarian multi-sectoral activity management, including distributions.
  • Proven working experience in conflict and displacement affected areas
  • 3 years’ experience with people management and project management.
  • Excellent writing and editing skills for external audiences.
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.).
  • Experience working with Monitoring and Evaluation.
  • Experience working with national partners, local/government authorities, and UN agencies.

Language

  • Full professional proficiency in French
  • English is an asset
