Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) which is an Indian not-for-profit organization, registered under Section 8 (erstwhile Section 25) of the Indian Companies Act 2013. WJCF has been working under the guidance of divisions of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Over the past three years, WJCF has supported government initiatives/programs on COVID-19 disease, Hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, maternal and childhood anaemia, immunization, under 5 diarrhoea and pneumonia, sexual and reproductive health, PMJAY and ABDM, hypoxemia and oxygen, safe drinking water and sickle cell disease. Other than working at the national level, WJCF has supported programmes across 16 states of Bihar, Chhattisgarh, Delhi, Gujarat, Haryana, Jammu & Kashmir, Kerala, Ladakh, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Sikkim, Uttarakhand, Uttar Pradesh, and Tamil Nadu. WJCF’s strategy is grounded in maximizing sustainable impact at scale, ensuring government-led solutions, designing programs for national scalability, and sharing learnings globally.

Background:

The World Health Organization estimated that 10.6 million people fell ill with tuberculosis (TB) in 2022 and ~1.3 million succumbed to it. India accounted for the most people suffering from the disease, with 27% of the cases and 26% of mortality. The National TB Elimination Program (NTEP), headed by the Central TB Division (CTD), MoHFW, is an expansive public health program with the ambitious goal of eliminating TB in line with the mandate of the Sustainable Development Goals.

 

WJCF has been supporting the CTD and state health departments of more than 15 states in the mission to eliminate TB. WJCF’s TB program has been operational since 2012, and its interventions address several program areas, including preventive therapies, case detection, access to diagnostics, engagement of the private sector, and more. It also lends technical support to Governments across a range of themes- strategic planning, data analytics, monitoring and evaluation, patient management and delivery of services.

 

WJCF is constituting a multi-disciplinary group of consultants for aiding the Addition Secretary & Mission Director (National Health Mission), Joint Secretary- TB, and Central TB Division. The team will provide requisite strategic, technical, and analytic support to the functionaries mentioned above. The objective of the work will be to provide visibility and high-quality perspectives on activities and workstreams of the National TB Elimination Program (NTEP).

 

Position Overview:

WJCF is seeking a highly motivated individual with demonstrated experience in providing technical support for the implementation, coordination, supervision, monitoring and evaluation of TB or other health national strategic and operational plans at both national and subnational level.

Responsibilities

  • Coordinate with Central TB Division (CTD) officers to prepare for periodic NTEP updates to AS&MD and JS.
  • Institute cadence for thematic and geographic reviews with relevant stakeholders, including CTD officers, STOs, regional medical colleges and supporting organizations.
  • Facilitate inter-sectoral collaboration with partner ministries, industry bodies, local government, and non-government sector.
  • Prepare early and credible reports of critical program failures, such as drug and diagnostic shortages, by undertaking field visits, conducting interviews of stakeholders, and examining program data.
  • Identify state-specific key health system enablers for input-based monitoring and evaluation, such as gaps in procurement of molecular testing, underutilization of installed capacity in DMCs and IRLs, vacant or inadequately trained laboratory staff, poor private sector engagement, etc.
  • Present high-quality analyses from Ni-kshay and other sources of data corresponding to priority schemes and interventions.
  • Prioritize schemes and interventions from National Strategic Plan 2020-25 for short, medium and long terms in consultation with nodal CTD officer, State TB Officers, national institutes, and Development Partners.
  • Prepare state-specific strategies and focus interventions, with milestones for outcome achievement.
  • Draft white papers and reports on matters of emerging importance within NTEP, such as regulatory framework for new diagnostics, operational framework for vaccine rollout etc.

Qualifications

  • Bachelor’s degree in medicine / public health and Postgraduate degree in Management / Public Administration / Public Policy / Public Health
  • 8+ years of relevant experience liaising with government counterparts to facilitate and support adaptation and implementation of NTEP or other national health program
  • Strong data analysis skills with proficiency in MS Excel, PowerPoint, and Word.
  • Excellent communication and interpersonal skills, with experience working with diverse teams and stakeholders.
  • Ability to manage multiple tasks and projects simultaneously in a fast-paced environment.
  • Willingness to travel as needed.
