USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.

MCGL is seeking a Quality Improvement Specialist to support the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem.

Overview
Jhpiego seeks Quality Improvement Specialists to provide overarching quality improvement support for a USAID program ongoing in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.

Responsibilities:
1. Quality and Monitoring Responsibilities
Lead on developing and maintaining quality management programs to monitor and evaluate the effectiveness of clinical services.
Apply quality improvement tools, process mapping, FMEA, Histograms, Pareto charts, diagrams, root cause analyses for quality related issues and analyze.
Ability to develop remedial action plans and institute controls to manage variance.
Good command in establishing effective key performance indicators (KPIs) for tracking
Identify and lead quality initiatives for continuous improvement in care delivery.
Use data modeling, behavior and trends to track progress and identify areas needing alignment.
Conduct audits and inspections to verify adherence to quality protocols.
Manage quality improvement budgets and resources.

2. Clinical Responsibilities
Analyze clinical workflows and processes to identify areas for improvement.
Develop and implement strategies to enhance clinical practices and patient outcomes.
Collect, analyze, and interpret clinical data to identify trends and areas for improvement.
Use data to guide decision-making and to track the effectiveness of interventions.
Conduct regular field visits to the hospitals to monitor the implementation, performance and adherence of the HCPs to adopted protocols.
Ensure compliance with safety protocols and best practices.

3. Leadership Responsibilities
Contribute to the development and implementation of strategic quality improvement plans.
Align quality improvement initiatives with the project goals and objectives.
Lead and motivate team work to achieve quality improvement goals and foster a culture of collaboration and continuous improvement.
Meet and engage with various stakeholders, including patients, staff, and external partners, to support and advance quality improvement efforts.
Communicate effectively to ensure buy-in and engagement from all stakeholders.

4. Training Responsibilities:
Develop and deliver training programs related to quality improvement, patient safety, and clinical best practices.
Ensure that training materials are up-to-date and relevant to current standards and practices.
Assess the effectiveness of training programs and make improvements based on feedback and outcomes.
Conduct on-the-job training as required.

Required Qualifications:
Bachelor’s Degree in a relevant field from an accredited university.

Masters’ degree in a relevant field from an accredited university is preferred .
Minimum of 7 years’ experience in quality improvement/management in hospital setting

Experience supervising technical team of QI professionals

Ability to develop remedial action plans and institute controls to manage variance .

Good command in establishing effective key performance indicators ( KPIs) for tracking .
Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
Demonstrable Team leading ability and a record in leading quality improvement initiatives.

Preferred Qualifications
Experience with U.S. Government-funded or other donor-funded projects required.
