The Regional Chief of Supply advise and provide guidance, oversight and direction to the regional office and all offices within WCAR on supply chain management, including procurement services, through direct support, capacity building, development of the supply community and strategic promotion of supply-programme integration in support of the country offices’ programme management to achieve results for children.

How can you make a difference? 

Major Duties and Responsibilities

  1. Provide leadership, technical advice, logistical support, oversight and guidance on the application of procurement, supply chain and procurement services procedures, regulations, systems and strategies and best practices for the management and improvement of the supply chain in WCAR countries. Promote and implement the Supply function strategic supply chain vision in WCAR.
  2. Conduct supply function management oversight and peer reviews and/or follow-up on audit observations to assist in the improvement of supply procedures and practices. Build country office capacity in local and regional procurement, including value for money and ethics principles. Resolve complex supply operational issues in problem areas. Promote knowledge of and compliance with supply procedures. Promote critical thinking, innovative approaches and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.
  3. Manage the regional Supply function and effectively lead its staff; Support the country offices in the recruitment of national and international supply staff, including networking and identification of potential candidates, participation on interview panels and recommendations and orientation of new staff. Contribute to the development and expansion of regional human and institutional supply and logistics related human resource rosters.
  4. Coordinate with relevant stakeholders, the co-creation of  regional procurement & logistics strategies & ensure creation of supporting mechanisms.
  5. Ensure Support to country offices for defining a balance between direct supply and capacity building activities. In coordination with Supply Division, establish the framework for engaging in capacity building activities, working with countries in analysis and support to Governments through the Promotion of Procurement Services (PS). Establish, communicate and implement a region-wide strategy based around supply-related interventions that can support government access to better pricing, financing options and more effective procurement.
  6. In coordination with Country Offices and Supply Division support and coordinate the introduction of innovation and market-shaping, including the expansion of procurement through partners and contributing to influencing markets.Contribute to pilots and support local and regional product development and manufacturing, complementing global approaches.
  7. In collaboration with Supply Division, develop training modules and guidelines for supply and logistics staff and as appropriate, facilitate country training courses for Country Offices, national counterparts and UN, NGO partners. Strengthen regional and inter regional professional networks.
  8. Provide technical support guidance and advice to emergency countries in WCAR to facilitate supply and service sourcing in response to emergencies. Support countries to establish agreements for inter-agency transfers of goods & services. Ensure country Emergency Preparedness Platform (EPP) is updated and   includes appropriate procurement and stockpiling arrangements. Plan, manage and report on regional emergency hubs and stockpiles. Evaluate and where appropriate support Humanitarian Cash Transfer establishments.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:
    • Advanced university degree equivalent to a master’s degree in management, business administration coupled with certificate training in Procurement services and Supply Chain Management or other related field.
    • Training management skills would be an asset.
  • Work Experience:
    • Ten years progressive experience at the national and international levels in procurement, supply, logistics, forecasting and programme management, planning, consulting, monitoring and evaluation, with, preferably, at least five years in developing countries (in development and emergency environments).
    • Experience in UNICEF (UN agencies or large NGO) country programme preparation and programme management and experience in dealing with senior level partners in governments and other agencies would be a highly desirable asset – preferably at Country Office level.
    • Proven managerial, analytical, negotiating, communication, reporting, advocacy and training skills would be required, particularly to communicate sensitive and challenging ideas.
  • Skills:
    • Current knowledge of development issues, policies as well as social programming policies and procedures in international development cooperation.
    • Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills.
    • Ability to supervise professional and support staff.
    • Good analytical, negotiating, communication and advocacy skills.
    • Computer skills, including internet navigation, and various office applications.
    • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Language Requirements: Fluency in French and English is required. Knowledge of other UN languages considered an asset

Otherwise, the selection will be canceled.
