I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 26 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

Access to Products for Healthcare (APH) refers to the accessibility, availability, affordability, appropriateness, and quality of products for healthcare for the populations MSF assists and their communities.

Building on its successes in improving APH during the past 20 years, MSF is undertaking a step change in how it organises its work in this area. Part of the organisational model is a new structure that replaces MSF’s Access Campaign, with a different and broader scope of work. Most of the structure’s staff will be based in five regional hubs:

  • Dakar, Senegal: covers West and Central Africa
  • Rio de Janeiro, Brazil: covers the Americas
  • Nairobi, Kenya: covers Eastern and Southern Africa
  • Brussels, Belgium: covers Europe, the Middle East and Northern Africa
  • Kuala Lumpur, Malaysia: covers Asia and Oceania

The new structure has the following responsibilities:

  • Gather input for common priorities for APH and propose them to the MSF movement
  • Design and implement APH initiatives to respond to the agreed common priorities
  • Provide, or help to find, support on APH matters to MSF entities that request it
  • Maintain an overview of APH initiatives across MSF, and report on them annually
  • Research, and stay informed of, the APH landscape globally

III. PLACE IN THE ORGANISATION

The Regional Coordinators report to the Executive Director of the APH Structure. They are members of the Management Team. They implement MSF’s APH agenda in their region and oversee activities of APH Structure staff in their locations. They are strongly connected with MSF’s medical teams and offices in the region.

IV. MAIN RESPONSIBILITIES

The role of the Regional Coordinators is:

  1. to contribute to MSF’s global approach to improving APH, and specifically within their hub’s geographical area,
  2. to monitor and connect with parties in their region that can contribute to MSF’s agenda for APH,
  3. to lead the management of APH Structure initiatives in their region, and
  4. to ensure MSF programme teams and offices are supported when they initiate their own APH-related activities.

Strategy, vision and leadership

  • Participate as a member of the APH Structure’s management team
  • Provide a regional perspective when contributing to the development, review and implementation of the APH Structure’s multi-year strategic plan and annual plans
  • Contribute to the development of APH projects for the MSF movement and their implementation
  • Contribute to the development and review of the APH Structure’s internal policies

Within the region

  • Manage all region-specific transnational and national APH Structure projects
  • Respond to requests for support from field teams, coordination teams and sections
  • Make available information on APH related initiatives, expertise or processes
  • Identify issues relating to APH and propose them to MSF’s global agenda
  • Provide analysis of APH problems and opportunities
  • Help design strategies and activities to address problems relating to access to products for health and leverage opportunities for solutions
  • Implement agreed APH strategies and initiatives

External communication, representation and advocacy

  • Translate global change objectives into regional contributions
  • Work on representation activities with MSF’s humanitarian representation secretariat and network
  • Support communication staff in the region on APH-related opportunities and needs

Monitoring and analysis

  • Maintain an overview of MSF APH initiatives, plans and outcomes within the region
  • Consolidate analysis on trends, opportunities and threats in relation to APH across the region
  • Build and maintain a regional network outside MSF that contributes to APH objectives

Hub management

  • Maintain effective ways of working between the APH regional hub and its MSF host entity
  • In collaboration with heads of global departments (Analysis, Advocacy, Resources), appoint and co-manage staff members based in the hub
  • Ensure clarity on deliverables for each individual staff member
  • Actively support the motivation and well-being of staff
  • In the first year, in collaboration with the Head of Resources and the MSF entity hosting the hub, develop agreements to:
  1. set-up the physical office and any other necessary staff facilities
  2. ensure clarity on the division of roles and responsibilities regarding administration for and support to staff in the hub
  3. ensure clarity on the management and follow-up of the hub’s budget.

VI. JOB REQUIREMENTS

Either: an experienced humanitarian senior medical or operational leader with good understanding of fields related to APH

Or: an expert in fields related to APH with a solid understanding of medical humanitarian operations.

  • Working experience with MSF is considered a strong asset.
  • Solid understanding of the humanitarian landscape and/or public health situation within the region.
  • Extensive study and/or work experience in the region.
  • Experience designing and overseeing strategic and annual plans.
  • Proven track-record in leading a team of highly qualified professionals.
  • Experience representing an organisation to a diverse range of external stakeholders.
  • Excellent communication and interpersonal skills.
  • Appreciation of cultural and gender diversity, and strong commitment to equity and inclusion.
  • Willingness to travel extensively.
  • Fluency in English and an additional language widely spoken in the region desirable
