Job Purpose​

  • Responsible for the advancement of MSF HK and Family’s contribution to the MSF movement’s social mission by developing and implementing the regional Field human resources vision and strategies that enable the delivery of the strategic plan.
  • Take a leadership role in promoting a culture of listening, trust, solidarity, and collaboration that enables employees to learn, develop and perform at their best potential.
  • Lead the development and implementation of policies that ensure safeguarding of staff and achieving Diversity, Equity and Inclusion in the organization and your proactive approach aims to create a secure and supportive workplace for all employees.
  • As a member of the MSF HK and Family Regional Management Team (RMT), Regional Director should be transversal responsibilities across the whole network and operate as a strategic contributor to the definition and implementation of the overall direction and strategies of MSF HK and Family.
  • Lead on ad-hoc international dossiers distributed across the RMT or within the larger HR Directors group within the MSF movement.

Main Duties and Responsibilities​

1. Ensure the achievement of MSF HK and Family’s strategic objectives in relation to Field human resources and global workforce

  • Oversee the development and implementation of field human resources and strategies in alignment with MSF HK strategic orientation and the movement operational needs.
  • Lead and manage the Field human resources team, develop and implement annual plans and activities across the three offices, oversee Field human resources operations, develop/coach a team of 10.
  • Anticipate and mitigate risk related to Field human resources incidents with clear and up to date context analysis and effective crisis management mechanisms. Work closely with Operation Centers security teams and in conjunction with the Executive Director, lead response in case of a critical incident.
  • Ensure that all standards, procedure, HR tools are in place to optimize ways of working and resources and ensure compliance with relevant regulations in the countries in which we recruit and operate.
  • Oversee the development and implementation of training and other Field human resources capacity building initiatives and leverage the regional pool of expertise for their delivery.
  • Implement collaborative actions across the region and in the movement to increase the added value of field HR services and expertise and optimize MSF operational response.

2. Drive strategic people and culture enhancements of MSF HK and Family offices and teams

Provide technical oversight and strategic support to the HR leads in the three MSF HK and Family offices in the following areas:

  • Employee engagement: play a crucial role in fostering employee engagement by designing and implementing strategies that enhance job satisfaction and organizational commitment. With HR leads, develop programs that promote a positive workplace culture, including recognition and reward systems, feedback mechanisms, and opportunities for professional growth.
  • Global initiatives: Oversee adaptation, implementation and monitoring of MSF HR global dossiers, standards, and initiatives. Contribute to selected movement-wide HR dossiers that enable MSF HK and Family strategic objectives.
  • Learning and development: Foster a culture of continuous learning and professional growth, oversees the strategic planning and implementation of learning & development initiatives within an organization, ensure that training needs are systematically identified and addressed to enhance workforce competency and performance and that effectiveness of learning & development activities is tracked evaluations and metrics.
  • Safeguarding: Foster a culture of trust and safety at the workplace, ensure staff are protected from harm and abuse at the workplace by developing and implementing policies that promote a safe working environment; Establish and enforce protocols for reporting and addressing misconduct, including harassment and discrimination; design training on safeguarding policies, ensuring all staff understand their rights and responsibilities.

3. Represent MSF HK and Family to internal and external audience for matters of people and culture

  • Serve as primary liaison for all HR matters with operations across all six operational directorates from responding to regional emergencies to contributing; Participates in HR platforms and initiatives
  • Represent and regularly engage with MSF to external audiences and key stakeholders
  • Contribute to MSF HK & Family engagement activities

The Ideal Candidate ​

  • University degree, preferably in Human Resources Management
  • Master’s degree preferred
  • A minimum of 10 years’ working experience of which at least 4 years’ HR professional experience in a management and strategic development role
  • MSF experience, preferably in the field
  • Work experience in Asia and strong network within the HR community in the region is an advantage
  • Strong leadership, organization, communication, and negotiation skills
  • Stress and conflict management ability
  • Highly aware and sensitive to diverse cultures and customs
  • Project management skills of international HR projects is preferrable
  • Fluent in English language both spoken and written is essential
  • Language from the region and French is an added value
  • Ability to travel including to MSF field projects
  • Commitment to the aims and values of Médecins Sans Frontières

MSF Hong Kong will offer a remuneration package of 12 months basic salary benchmarked in INGO with no discretionary bonus.
