Your challenge
The purpose of the position is to lead the Finance and Operations function of the Africa+Colombia Region working closely with the Regional Director, Country Directors and Country teams to support the Global, Regional and Country Strategies of the organization The position enables others to deliver through providing oversight and risk-management of systems and processes to ensure the strategic and accountable allocation and utilization of financial, human and technical (including ICT) resources at the organization’s disposal. Leading the development and monitoring the utilization of grant budgets in a manner that drives overal cost effectiveness, effective multidimensional risk management and compliance with donor, organizational and minimum international standards of accountability are all essential elements of this role.
The role is also to facilitate all global projects, change initiatives and systems in the region with implications for support functions and contribute to an effective implementation by all Country Offices with the overall aim of supporting WCA to be an agile and effective organization.
Responsibilities
The Regional Operations Support Manager (ROSM) shall:
- Support and develop senior operations and support managers/coordinators in the areas of Finance, Logistics, ICT, Operations and HR.
- Report regularly to the Regional Director after consultation with the relevant Country Directors (CDs) and Country Management Teams (CMTs) on the management of all risks associated with Finance, procurement, people management, legal and compliance as elements of programme delivery by country teams.
- Have technical oversight and support to Country Programs in managing Finance and Operational risks and remaining compliant in the delivery of cost-effective work
- Prepare, monitor and analyze collated Regional and Country budgets for submission to HO.
- Prepare, monitor and analyze collated Regional and Country periodic (4M/8M/12M) reports for submission to HO.
- Compile, analyze and present to RD an Regional Leadership Team budget utilization trends across all country teams on a monthly basis.
- Participate and effectively represent the Region in global projects and fora as required.
- Analyze country Finance and operations performance and provide updates to RD and Respective CDs to enable proactive and timely risk mitigation processes.
- For year one specifically: Provide regional input on the transition process to the War Child Alliance. This includes input on harmonizing policies and procedures (finance and procurement) and setting up the financial administrative systems (ERP).
Relations
The Regional Operations Support Manager (ROSM) reports to Regional Director with technical reporting lines to Global Director of Finance and Operations and the Global Finance Lead, Other essential functional relations include: Country Directors and other Regional counter parts, program teams, Finance, Logistics and HR teams.
The position is a member of the core Regional Management Team. The ROSM can be based in any of the War Child Country offices in the Africa & Colombia region with travel to the other Country offices in the Region*.*
Your experience
- Master’s degree in Business administration, Finance & Accounting, Economics or any other relevant qualifications.
- Minimum of 7 years of relevant leadership/management experience in humanitarian programs in the Africa & or Latin American region
- Knowledge in handling grants from European Commission, ECHO, DFID, USG (including USAID) and UN agencies; SIDA, SDC and GAC is desirable;
- Familiarity with key actors in the Africa and Latin American Region and demonstrated experience in developing, building and maintain strategic partnerships with these actors.
- Demonstrable experience in developing grants budgets that drive organizational cost effectiveness
- Understanding of international minimum standards of accountability in humanitarian work and understanding of humanitarian principle.
- Excellent ICT and statistics skills, experience with UNIT4 Business World, SPSS and Salesforce an advantage.
- Advanced Excel skills.
- Experienced in working with broader systems development for finance procurement, logistics, HR and IT.
- Strong budgeting and strategic planning abilities.
- Experience of working/living in insecure and sensitive environments
- Ability to work under pressure to meet tight deadlines
- Ability to build productive working relationships within a multicultural and multidisciplinary team
- Experience of proactively identifying and addressing issues
- Ability to work with a high degree of professionalism.
- Strong advisory skills to deliver clear and well augmented advice.

- Contract duration: War Child Alliance will offer a 1 year contract with the intention to prolong into an open ended contract depending on mutual agreement and performance.
- Working hours: Full time, 40 hours per week.
Note: The position is based in any country where War Child has a presence in the Africa and Colombia region and the successful candidate must be eligible to work in that country and is expected to travel in the region (and beyond) as needed.
