WVI is inviting you to participate in this RFQ for Data Interoperability Governance

The Objective :
Through its work on interoperability, CCD is attempting to shift the mindsets and practices of humanitarian agencies in how they manage and share data needed for collective action. We have projects funded by ECHO, ADH, and DEC focusing on digital literacy and practical pilots of a data stewardship model for deduplication and referrals.

This consultancy is to bring together the project teams of CCD agencies and their partners in Ukraine to continue to update the open-source interoperability platform and finalize our learning from the data governance stack into standards and templates for others to use
Competencies

1. Deep understanding of collective interoperability models and processes in the humanitarian sphere

2. Humanitarian IT system knowledge

3. Strong interpersonal skills – proven ability to build rapport and relationships

4. Demonstratable creative thinking, analysis, synthesis, communication, influencing, and engaging skills

5. Strong project and information management skills, with the ability to coordinate across various teams.

6. Expertise in systems thinking and organisational change

7. Demonstrated knowledge of NGO internal structures and processes

Language:

· Ideally Fluent in Ukrainian and English

Academic qualifications:

1. Masters degree in Behavioural Psychology, Systems Change, Anthropology, Ethics, Law, Data Protection, Information Technology, Business Administration or equivalent related to field

2. Data Protection certification

3. Partnership brokering certification

Experience required:

1. Previous experience working with the CCD interoperability projects

2. Ten years experience in international humanitarian/development and business related activities with at least 5 years of the experience in different in-country humanitarian operations

3. Five years experience in data protection, digital literacy, and responsible data business processes

4. Proven ability to initiate, manage and influence complex cross-sector/multi-sector relationships

5. Demonstratable experience in humanitarian systems change

6. Practical experience in data collection, analysis, and sharing processes and deduplication, referrals, and interoperability

7. Proven ability to initiate, manage and influence complex cross-sector/multi-sector relationships
