Purpose

To coordinate LWF World Service’s on-going engagement in Local to Global Rights-Based Approaches (RBA L2G) in close liaison with RPCs and country staff, facilitating local actors and national civil society to take action and articulate their voices, so as to achieve impact in the country programs and communities where we work. Specifically, to provide coordination, coaching and capacity strengthening, facilitating learning for the RBA “Local to Global” (L2G) projects, in close liaison with the RPCs, PMER Advisors and Action for Justice Team. The post holder will ensure inclusion of regional and international-level components, coherence and common approaches across different projects and countries, linking local initiatives and impact to national, regional and international level advocacy.

The RBA Program Coordinator will be responsible for facilitating mainstreaming of Rights-based approach across WS country programs, engaging in capacity-building for staff and partners, as well as supporting mainstreaming of rights-based programming. S/he will also be responsible for strengthening WS understanding and implementation of IHRL and IHL across our operations.

Required qualifications

Master’s degree in humanitarian or development work, international affairs, human rights and/or another relevant subject.

Knowledge, skills and experience

Professional qualifications and/or experience in project coordination/management, or similar.

Advanced level of computer literacy, especially in the Microsoft Office suite.

Experience in humanitarian, development or human rights work.

Previous experience in project and grants management, monitoring, and implementation, using logical frameworks to deliver on outcomes and achieve impact.

Previous experience in leading capacity-building and learning initiatives across different countries/regions

Proven ability to interact and work in a multi-cultural environment.

Knowledge of NGOs, civil society, LWF member churches, LWF related agencies and /or ecumenical organizations

Main duties

Global coordination of the portfolio: oversight of the global RBA L2GL annual workplan, tracking change and outcomes at regional and global levels and providing technical guidance to colleagues in Geneva/decentralized locations and in Country Programs; ensuring overall quality and coherence of the approach, and coordination of regional and international advocacy components with the Senior advocacy officer.

Champions the RBA L2G approach within World Service and supports country programs to adopt and mainstream it deeper and centrally across all World Service Programmatic Areas,

Capacity-building, learning and coaching: capacity building and upscaling of the RBA L2G approach at regional and global levels: training and capacity-building of colleagues in Geneva/decentralized locations and in Country Programs on the RBA L2G approach and the related themes of International Human Rights Law and International Humanitarian Law. This could include the launch of a Community of Practice on RBA/advocacy and ensuring learning and sharing from best practices and challenges.

Coordination of the regional project in East and Horn of Africa : liaising with the RPCs, PMER Advisors, project partners (including BfdW Addis office, AFSC, AACC etc.) involved in the regional RBA L2G projects, empowering/coaching country program colleagues and the advocacy officers, ensuring coherence across various functions (advocacy, PMER, finance etc.); lead/support in engagement in regional advocacy such as with the African Commission for People’s and Human Rights.

Coordinates with the Senior PMER Advisor for the annual workplan and the communication needs for global reporting to be included in the monitoring, evaluation and reporting duties of the PMER Advisor in the region.

Coordinates with PMER colleagues for monitoring, evaluation and reporting exercises, ensuring donor compliance, documentation and sharing of good practices from the RBA L2G projects.

Fundraising: collaborates with colleagues in across LWF World Service and the LWF to mobilize resources and develop further the RBA L2G portfolio, advising in the design of new concepts and applications. In this role closer working relations will be maintained with the Head of Policy and Thematics, RPCs, PMER Advisors, Global Funding Officers and relevant CP staff. The post holder also reviews and provides technical support on RBA L2G aspects for other concept notes/proposals in liaison with GFT, RPCs and other relevant teams.

Communications: feeds LWF communication and resource mobilization with appropriate facts and narratives on RBA projects, including annual reports, articles, web material, social media, publications, presentations, etc.

Advocacy: Works with the RPCs, the Senior Advocacy Officer and relevant country program staff in identifying and implementing international advocacy initiatives, working closely with colleagues in Action for Justice and across LWF to ensure the coherence of advocacy at all levels (local, national, global); contributes as appropriate to representation on behalf of LWF, as agreed between LWF World Service International Program Team and Action for Justice.

Major challenges

To sustain the momentum and to fully exploit the opportunities created by the RBA L2G methodology/approach into the new World Service strategic period (2025-2031), where the RBA L2G approach is envisaged to gain more prominence across all Programmatic Areas.

To ensure quality delivery of the current project portfolio and stronger mainstreaming of RBA across WS programming in the context of a change in the team set up and potential concerns/challenges around this transition.
