Mission

In situations of armed conflict and violence, Geneva Call (GC), as a neutral, impartial and independent international humanitarian organisation, endeavours to strengthen the respect of humanitarian norms and principles by armed actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection.

GC is currently focusing its efforts the following thematic areas under the umbrella of international humanitarian norms – banning the use of anti-personnel mines, protecting children and education, prohibiting sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage and the protection of health care – all in the context of armed conflict and violence.

Role

The Safety & Security Coordinator (hereafter referred as SSC) under the supervision Country Director, will support the country Management, and whole team by leading, developing, and supporting a system of security to promote and support the protection of the employees, related parties, and assets of organization. The Safety & Security Coordinator provide technical and implementation advising the management and staff on security risks and procedures, context evolution and AGDA engagement. In addition, the SSC is expected to contribute to the design, planning, and implementation of other initiatives as part of the overall Yemen country programme. Importantly, the SSC shall ensure that projects and overall country programme are in sync and that no aspects in the project’s implementation would have adverse effects on attaining the broader strategy for Yemen programme.

Core responsibilities

  • Ensure development, updating and implementation of Security and Safety framework.
  • Manage and motivate the teams to consistently focus on the main drivers of security culture such as SoPs, teams’ awareness training, and safety.
  • Partner with various internal and external stakeholders to identify shrink-reduction opportunities.
  • Optimize travel and work schedules to maximize safety security for normal workings, travels, events, overnight coverage, facilities support etc. Partnering with country team when necessary.
  • Oversee Emergency Preparedness and Incident Management efforts including serving as the point person during an emergency.
  • Build an Internal Investigation program to proactively deter risks related to security safety of staff, building, assets, inventories, vehicles.
  • Develop and maintain an external network of contacts to enhance the information network. (Examples include but are not limited to, law enforcement, local external security, retail partners, vendors, first responders, etc.).

Physical Security

  • Ensure the physical security systems and equipment are functioning to expectations.
  • Ensure that all physical security systems and maintenance schedules are to standard including CCTV, alarms, radios, locks, keys, perimeter doors/gates, etc. Initiate and follow up on all repairs as necessary.
  • Conduct vulnerability evaluations or other tasks.

Capacity building, training and partnerships

  • Regular Orientation to staff to act as per framework of security and safety.
  • Partner with management to lead office initiatives and cross-functionality which provides an elevated/exceptional experience.
  • Continuously train, coach, and provide qualitative feedback, utilizing reward and recognition as well as the performance management process to improve team engagement and performance.
  • Identify training and capacity-building needs for country program staff.
  • Provide regular training for GC staff on access, humanitarian principles and safety and security preparedness.
  • Develop and maintain the network to have latest information on context analysis.
  • Provide regular info to management for the security and safety and changing context environment.
  • Oversee and participate in security for events.
  • Organize conveyances for venue where security measures are in place to maintain a safe, secure and successful event.
  • Facilitate event reporting requirements to internal partners, prepare site security/safety plans including advance planning, security scheduling, transport conveyance planning with internal and external partners, etc. or other tasks as requested by the Country Director and HQ related team.

Emergency Preparedness and Response

  • Contribute to the development of national emergency preparedness plans.
  • If necessary, support and advise the support team in the event of a humanitarian or security/safety emergency.
  • Contribute to the development of operational and programmatic contingency plans for different emergency scenarios.

Main qualifications

Education

  • Completed degree of Higher Education in relevant field such as management, or Political/Social Science, International Humanitarian Law or Human Rights or equivalent.
  • Trainings in security management from recognized institutions is an added advantage.

Languages

  • Besides Arabic Excellent English is must for this role.

Technical knowledge or experience in

  • At least 5 years INGO security related experience.
  • Understanding of local context, dynamics and access limitations related to gender, disability, religion, tradition, and local norms.
  • Highest level of integrity.
  • Ability to communicate with various stakeholders.
  • Good report writing, communication and presentational skills.
  • Experience of developing/updating security framework for INGOs.
  • A sense of urgency that will lead to quick identification of context changes and appropriate action.
  • Strong interpersonal skills including ability to work with geographically remote individuals.

The employee will be accountable for the responsibilities and the competencies, in accordance with the GC Performance Management p. The following documents will be used for performance reviews:
