The Secretariat of the WTO is seeking to fill a position of Secretary to provide administrative and secretarial support for the set‑up and administration of the Fisheries Funding Mechanism Trust Fund FFMTF.

The FFMTF is a new WTO trust fund, in which the WTO is partnering with the UN Food and Agriculture Organization (FAO), the World Bank, and the International Fund for Agricultural Development (IFAD) to provide support to developing and least developed country (LDC) WTO Members for implementation of the new WTO Agreement on Fisheries Subsidies.

This is a post funded through extra-budgetary funds. The contract is renewed on a yearly basis subject to satisfactory performance of the incumbent and the continued availability of funds.

This is an External Vacancy Notice open to external candidates and WTO staff. It is posted on the WTO internal as well as external career site. Eligible WTO staff on short-term, fixed-term or regular contracts and interns must apply through the Workday internal career site.

General Functions

Under the supervision of the Manager of the FFMTF and the administrative oversight of the Director of the Rules Division, the incumbent will be expected to undertake the following functions:

1.             Providing all necessary administrative and secretarial support to other staff and the Steering Committee in the set-up phase of the FFMTF, including creating operational procedures, filing systems, materials for standard correspondence, and other such duties as assigned.

2.             Preparing, proof reading and despatching all internal and external FFMTF correspondence, and providing all other secretarial support as assigned.

3.             Ensuring the internal management of FFMTF files and appropriate follow-up; when requested providing information to staff of other WTO Divisions as well as to partner organizations and other outside institutions.

4.             Processing contracts for FFMTF activities, maintaining a system to track on-going, outstanding and programmed financial commitments, and issuing reports and any other documents on funded projects and other FFMTF activities.

5.             Assisting FFMTF staff and Steering Committee members in all administrative matters related to the operations of the FFMTF, including meeting scheduling and logistics, travel arrangements, management of office supplies, and other such duties as assigned.

REQUIRED QUALIFICATIONS

Education:

Completed secondary education and/or equivalent secretarial or commercial studies.

Knowledge and skills:

Technical Knowledge and skills:

Proven advanced knowledge of Microsoft Office, in particular Word and Excel software. 

Advanced filing and record keeping skills, including the use of relevant software or platforms.

Familiarity and experience with administrative processes, ideally in an international organization setting.

Knowledge of web development software such as frontpage, and HTML would be an asset. 

Knowledge of project administration would be a considerable asset.

Behavioural Skills:

Ability to exercise tact and discretion and to maintain confidentiality.

Good organisational skills and attention to detail, including demonstrated ability to prioritize and to meet deadlines.

Good oral and written communication skills.

Ability to build and maintain relationships with colleagues.

Work Experience:

At least five years of relevant working experience, with grant-related experience an asset.

Languages:

Excellent English is required, with particular emphasis on sound drafting skills (at a level corresponding or equivalent to a minimum of C1 according to the Common European Framework of Reference for Languages (CEFR)). Proficiency in a second working language (French or Spanish) is also required.

The recruitment process will be undertaken as per Administrative Memorandum No. 976 (OFFICE(16)/15) on Staff Promotions and external recruitment through Vacancy Notices.

For non-entry level positions, the position may be offered at a lower grade if the selected candidate does not fully meet all the required qualifications. 

The initial fixed-term contract shall be two years, which shall be probationary, as per Administrative Memorandum No. 997 (OFFICE(23)/4) on Probation Policy.

The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks. 

Applicants may be required to sit a written examination. 

Applicants will be contacted directly if selected for an interview. 

Candidates not selected whose performance in the selection process nevertheless shows them to be suitable for a similar position may be kept on a roster for up to 24 months, and may subsequently be called upon as and when the need arises for additional resources.
