Program Summary:
Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.
POSITION SUMMARY:
Project HOPE is seeking a Security Officer to join the Gaza Response. They will ensure continuous safety and security awareness and standards within areas of responsibility. They will support the Logistic Coordinator/Security Manager and Country Director in ensuring that effective safety and security measures for Project HOPE programs are appropriately planned for and addressed.
This position will be based in Gaza. Local Nationals Only.
PRINCIPAL RESPONSIBILITIES

Organization and Planning
- Ensure alignment with PROJECT HOPE Global security policies and standards, thus ensuring that operational priorities are enabled and appropriately supported.
- Work closely with Logistic Coordinator/Security Manager and Country Director to carry out Security Risk Assessments.
- Ensure adequate and contextually appropriate planning, including: Staff security briefings, Movement notifications, Safety and Security Management Plan, Contingency Plans, and Emergency Plans.
- Review and keep up-to-date Safety and Security Management SOPs in coordination with Logistic Coordinator/Security Manager and Country Director.
Monitoring and Reporting
- Conduct context analysis and stakeholder analysis, as it relates to safety of PROJECT HOPE staff in Gaza, assets, and operations.
- Maintain daily situation awareness, as it relates to safety and security threats in area as well as PROJECT HOPE staff in Gaza, assets, and Programs.
- Ensure that all security incidents are reported in accordance with PROJECT HOPE Global Security Policy and NGOs coordination group.
- Provide security-related advice, in written and oral form, to Logistic Coordinator/Security Manager and Country Director.
- Collect, analyze and disseminate security information appropriately.
Safety and Security Implementation
- Ensure Core Security Requirements are implemented in line with local context and in accordance with PROJECT HOPE global security guidance.
- Provide input and support to management in crisis situations and critical incidents.
- Ensure incidents are managed properly, complete after-action incident review and conduct investigations when required.
- Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
- Support present and new Areas of Operations in terms of access and Safety as required/directed.
- Seek to develop a culture of security awareness and monitor compliance.
- Undertake other security-related functions or responsibilities as delegated/ requested by manager.
Networking and External Liaison/ Engagement
- Build ongoing networks for sharing security information and coordination.
- Under the supervision of Logistic Coordinator/Security Manager, coordinate with Partner Organizations and Implementing Partners on Security related matters.
- Represents Project HOPE in NGO security coordination meetings.
Other duties as assigned.
MINIMUM QUALIFICATIONS:
- At least five (5) years of field security experience in complex and unstable environments.
- Previous experience working in NGOs.
- Emergency response experience.
- Ability to relate to and motivate national staff effectively.
- Creativity and the ability to work with limited resources.
- Extremely flexible with the ability to cope with stressful situations and frustrations.
- Excellent decision-making skills.
- Must work independently under difficult conditions.
- Advance First Aid training.
- Ability to exercise sound judgment and make decisions independently.
- Fluency in English both written and oral.

- While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.

Work environment:
- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Position will be in resource-deprived environment with austere living conditions.
- Travel for extended periods may be by air and/or other modes of transportation.
- Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
