Senior Administrative Assistant

Organizational Setting and Work Relationships
The Senior Administrative Assistant will provide administrative support to the office where the position is located.
The Senior Administrative Assistant normally has no direct supervisory functions though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation. The incumbent normally works under the direct supervision of more senior local or international staff, who is required to monitor the performance of the incumbent and provide regular guidance. S/he may liaise with local suppliers and/or officials and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties
– Assist in interpreting and processing of entitlements, issuance of contracts and maintenance of various personnel records and files.
– Attend meetings on day-to-day admin matters; administer the movement of UNHCR staff members and monitor their attendance records, leave plans, overtime and visa requirements.
– Search office files and records relating to a variety of topics for information and reference. Select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project or programme plans and general reference documents.
– Assist in requisition of office supplies, equipment and arrange for distribution together with the appropriate inventory records.
– Assist in administrative formalities related to travel arrangements and issuance/ renewal of visas, licences, travel arrangements and other similar documents.
– Draft correspondence and reports, as required, on general administrative or specialized tasks which may be of a confidential nature within the assigned area of responsibility; Type correspondence, documents and reports, some of which may be highly confidential.
– Arrange appointments and maintain supervisor’s calendar, receive visitors, place and screen telephone calls and answer queries with discretion; Keep lists of names, addresses and telephone numbers of ministers, government officials and members of the diplomatic corps.
– Assist the management to organise and run UNHCR Office and Residential (wherever applicable) compounds.
– Facilitate various official missions of UNHCR staff and other persons of concern to UNHCR.
– Prepare attestations and certificates required by the staff members for signature of senior officer.
– Assist in processing MIP and various other claims by UNHCR staff and other clients of UNHCR.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

The Senior Administrative Assistant is a key member of the Administrative Unit, providing support to the Admin or Finance Officer and other senior managers in a multicultural and dynamic environment. The Senior Administrative Assistant is responsible for:
Interpreting and processing of entitlements .
Assisting in administrative formalities related to travel arrangements, such as visas, tickets, and reimbursements
Assisting in requisition of office supplies, equipment, and administrative services, ensuring compliance with UNHCR rules and regulations
Drafting correspondence and reports as required, which may be of a confidential nature within the assigned area of responsibility
Performing any other task as required by the Administrative Unit

The Senior Administrative Assistant has excellent communication and customer service skills, as they may be required to deal with external counterparts in other organizations, bank, suppliers, and other external parties as needed. They also work in close contact with internal clients, providing them with timely and accurate information and assistance.
The Senior Administrative Assistant has strong organizational, time management, and problem-solving skills, as they have to manage multiple tasks and deadlines in a fast-paced environment. They also have high self-learning capacity and are able to adapt to changing needs and priorities.
The Senior Administrative Assistant has proven experience in administrative or assistant roles, preferably in the UN or similar organizations. They have in-depth knowledge of office management and daily operations, as well as working knowledge of office equipment and software, such as Microsoft Office. They also have knowledge of UNHCR rules and regulations, as well as UNHCR/UN accounting/finance systems.

Nature of Position:

The Regional Bureau for the Americas in Panama has a total workforce of 154 including national and international staff and AWF. It operates in a multicultural context with demanding needs regarding travel and event management.  Under the supervision of the Finance Officer, the Snr Admin Assistant will assist in interpreting and processing of entitlements, assist in administrative formalities related to travel arrangements, assist in requisition of office supplies, equipment and administrative services, draft correspondence and reports as required, which may be of a confidential nature within the assigned area of responsibility and any other task as required by the Administrative Unit.

The incumbent may be required to deal with external counterparts in other organizations, bank, suppliers, and other external parties as needed. The incumbent works in close contact with internal client.

Living and Working Conditions:

Panama City is classified ‘A’ Duty Station (Family) and has good infrastructure (health, housing, banking, transportation, telecommunications and recreational facilities) and good supply of goods and services, with no particular health hazards. -In terms of security Panama is relatively safe compared to other cities throughout Latin America and it is rated as security level ‘1 minimal’ whereas for Darién Province (border with Colombia) it is security level ‘2 low’. The city is a communication hub and it is possible to fly to all countries of the region with direct flights and it offers good options for travelling in general. -UNHCR offices are located in the Canal Zone, in a green area outside the city centre called ‘Ciudad del Saber’ where most of the other UN Agencies are also located, as well as International Schools, NGOs and research centres, etc. -The cost of living is relatively high for the region (reflected in the post adjustment), especially for housing and health, but it is easy to find accommodation on the private market, including in the area of the office in houses or in the city centre towers in modern apartments. Most of the food is imported except for sea products and some fruits and vegetables. There is a wide range of international schools, several of them offering IB curriculum including some in the office area. -In terms of recreational activities, Panama being a hub for the purchasing of goods for neighbouring countries, the city offers a lot of malls and doing shopping and going to malls is a common week end activity. Cultural offer is limited but there is a good offer of restaurants and a dynamic nightlife. Beaches on the Pacific and Atlantic coasts are reachable within one hour by car or by boat directly from the city and there are some options for hiking too. There is also a relatively good range of sports activities.
