About the Ukraine Analysis Hub
ACAPS Ukraine Analysis Hub (UAH) has been monitoring the conflict in Ukraine and producing timely, independent, and high-quality analytical products on the humanitarian situation in Ukraine and the region since March 2022. Since its inception, the UAH has delivered a comprehensive set of analytical products, including in-depth analytical reports and datasets.
The UAH also seeks to bolster analytical capacity and assessment capabilities in Ukraine, through mentoring and technical support to the broad humanitarian response, including Ukrainian civil society organizations.
The project is composed of 20 staff members and consultants, working mainly from Poland and Ukraine.
Purpose of the position
The Senior Analyst (Data) supervises the planning, production, and quality of the UAH’s quantitative data focused analytical products. S/he also contributes to this production by writing and delivering analysis if necessary and leading the development and improvement of ACAPS methodologies for quantitative data analysis. The post holder leads on-the-job training for the analysts, data collectors, and data analysts, s/he supervises and supports the Team Leader with networking, partnerships, and fundraising efforts. The Senior Analyst (Data) is expected to be an expert on the Ukraine context. The position reports to the Team Leader and is part of the UAH’s management team along with other Senior Analysts, the Project Manager, and the Civil Society Advisor.
Responsibilities
Role and responsibilities
Managing the production of analytical products
- Manage the analytical production of the hub according to hub’s strategy and objectives, including facilitating design processes, ensuring smooth production timelines and collaboration, as well as high quality and methodological accuracy of the products, and planning and executing dissemination processes to promote the hub’s analysis
- Ensuring effective processes of planning, production, and timely delivery of quantitative data-centred analytical reports, including coordination of resources (analysts, ACAPS and external experts, editors etc.) and collaboration between different parts of the team
- As Product Manager, providing regular coaching and feedback to the Product Lead and other support analysts on content, structure, methodology, and quality of the analysis
- Ensuring efficient collaboration with other ACAPS teams, including content and language editors, data services, and communications
Secondary data analysis
- Reading and reviewing assessments, reports, and information products on Ukraine to understand the information landscape and current gaps
- Contributing to the maintenance and updating of the UAH’s information management systems
- Supporting the overall information needs of the humanitarian response in Ukraine through the compilation, synthesis, and analysis of relevant qualitative information
- Leading the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making
Partnerships and Networking
- In collaboration with the Team Leader, Civil Society Advisor, and other analysts on the team, developing and maintaining a network of key interlocutors for information gathering (including sector and agency level)
- Representing ACAPS at key cluster and working group meetings (including Humanitarian Access and Information Management) to provide input and promote ACAPS products
- Responding to ad hoc analytical requests from external partners
- Liaising and coordinating joint analysis with key humanitarian stakeholders in Ukraine
- Providing technical analytical support to local and international humanitarian actors, for instance on scenario building exercises or analysis methodologies
- Supporting the Team Leader in fundraising efforts and donor engagement for the Ukraine Analysis Hub, e.g. input to concept notes and presentations to donors and other key stakeholders
Management
- Providing line management to Analysts, Data Collectors, and Data Analysts
- Supporting the professional development of Analysts, Data Collectors, and Data Analysts under line management responsibility through regular check-ins, the creation of an annual work and development plan, as well as ongoing coaching and mentoring
- Facilitating internal capacity building activities on analysis-related skills as needed
- As a member of the UAH’s management team, contributing to the development of the hub’s strategy and positioning within the Ukraine humanitarian response

Qualifications
Competencies
Required professional competencies
- Relevant Master’s degree preferably in international relations, political science, peace and conflict studies, humanitarian action, international development, data analysis, or other related social science
- At least 5 years of professional experience in the humanitarian sector, including a minimum 2 years in research, analysis, needs assessments, advocacy, risk management, humanitarian access, or other relevant experience
- Demonstrated advanced quantitative analytical skills and written clarity, including ability to understand complex concepts and problems and synthetize the data to a wide audience
- Deep understanding of conflict analysis methodologies, conflict sensitivity, and the Do No Harm framework
- Advanced understanding of data analysis, statistics, data processing software, and data visualization
- Demonstrated problem solving skills and results oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Ability to assess data reliability and identify bias. Ability and confidence to make judgment calls when interpreting ambiguous data
- Demonstrated experience in designing and conducting quantitative data centred analysis in humanitarian contexts
- Training and proven understanding/application of quantitative and qualitative research and analysis methods (mixed and multi)
- Proven experience working with various types of humanitarian stakeholders (donors, UN agencies, INGOs, civil society organizations)
- Demonstrated ability to take initiative, manage own use of time and self-motivate
- Outstanding written and oral communication skills in English
- Proven cooperation and inter-personal skills, including proven capacity to work very efficiently in a team
- Excellent working knowledge of Microsoft Office suite particularly Excel
Desired skills, knowledge, and experience
- Excellent knowledge of the Russia-Ukraine conflict
- Large professional humanitarian network in Ukraine
- Management experience
- Ukrainian and/or Russian language skills
- Proficiency in geographic information systems (GIS)
- Prior experience designing and leading key informant interviews and/or focus group discussion
