Functional Responsibilities

Under the direct supervision of the Senior Programme Manager, the Senior Construction Management Engineer provides technical expertise on all aspects of Infrastructure construction management, as well as capacity building and staff training, with the aim of delivering sustainable infrastructure for the project. Their leadership and advice should be following UNOPS policies and guidance and country standards/policy, and working in collaboration with other senior project members and stakeholders, the Senior Construction Management Engineer provides technical and management support on the project implementation and leads on the construction management as required. The Senior Construction Management Engineer works closely with a team of specialists with expertise in design, structural engineering, architecture, mechanical and electrical engineering, ICT, and UNOPS experts and colleagues in procurement and project management within the education sector, in leading and advising on all aspects of the project from an Infrastructure perspective.

1. Construction Supervision and Management

  • Leads the supervision of the construction works and administers works execution as per the contractual provisions and the design specifications.
  • Ensure quantity/quality control and time schedule consistency.
  • Verify that works are consistent with the project’s technical specifications and inform promptly of eventual deviations.
  • Supervision of the contract management works implementation to ensure construction works are completed on time, within budget and to the desired quality standards.
  • Supervise the project team, work progress and quality for on-time delivery.
  • Prepared project/contracts-related documentation such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
  • Manage the evaluation, recommendation and actions of the appropriate building and construction materials.
  • Lead and manage documentation and reporting of site expenditure and costs, including, but not limited to, contractor progress claims, and procurement of local materials.
  • Ensure the site or work package records are prepared by the infrastructure team and maintained, including documentation of all phases of the project lifecycle.
  • Prepare the periodic and ad-hoc progress and security/OSH reports. Immediate reporting to management of all issues affecting progress or safety and security.
  • Report project delivery progress against the work schedule.
  • Ensure construction plans meet guidelines and specifications of building codes and other regulations.
  • Establish, monitor, maintain and update construction work schedules.
  • Oversee and manage the surveying works, engineering control of the work, etc.

2. Stakeholder Engagement

  • Lead interactions to engage, discuss, and negotiate with key stakeholders to support the establishment of solid working relationships with the project team.
  • Enable the formulation of project communications plans related to the Infrastructure works, coordinate internal project communications, and monitor the effectiveness of project communications.
  • Coordinate stakeholder engagement and communication, ensuring effective timing and interdependency management of communications related to the Infrastructure works;

 
3. Knowledge Management and Innovation

  • Ensure that capacity-building activities are conducted in order to build the long-term and sustainable capacity of national staff.
  • Actively interact with the wider infrastructure project management community to share case studies, lessons learned and best practices in the Knowledge System. 
  • Provides feedback to Practice Leads on policy and supporting guidance working to achieve continuous improvement of UNOPS policies. 
  • Oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.
  • Knowledge building and sharing with regards to Infrastructure construction management, synthesis of lessons learnt/best practices, and sound contributions to UNOPS knowledge management initiatives.
  • Knowledge building and sharing with regard to Occupational Safety and Health, engagement within the country, and regional and HSSE forums within the organization;
  • Provide technical advice and on-the-job training to ensure work standards are achieved, both in terms of quality and quantity of inputs/outputs processed.

4. Personnel Management and Leadership

  • Lead the process of establishing a team as assigned to the construction management, with the aim of developing, implementing and working on the realization of the Project.
  • In line with AUMCO HR strategy, and with guidance from the Country Manager, establish objectives, key performance indicators and measurement standards toward delivering expected results for the assigned team.
  • Provide advice to enable responsible, effective and efficient performance; lead and motivate the team, ensuring that behavioral expectations are established.
  • Oversight of safety and security for all project personnel in compliance with UNDSS standards.
  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.
  • Conduct performance reviews fairly, accurately and in a timely manner.
  • Ensure high-quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

Education/Experience/Language requirements

Education:

  • An advanced university degree (e.g. Masters) preferably in an infrastructure-related field, such as Civil or Construction Engineering, Architecture, Construction Management, or equivalent discipline is required. 
  • A first-level university degree (e.g. Bachelor)  in combination with two (2) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree. 
  • A technical or professional diploma in combination with four (4) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
  • A valid driving license and ability to travel independently is required.

Experience:

  • 7 years of experience in managing or supervising construction activities related to the project requirements on a range of large and diverse construction projects is required. 
  • A proven track record of delivering projects on time, and within budget in a demanding cultural context with transitional government partners under challenging physical conditions and limited national infrastructure is required.
  • Extensive experience implementing works under complex quality, safety and environmental management plans is required;
  • Experience in full-time site management directing and mentoring engineering and technical trade staff is essential. 
  • Proficiency with computers in particular design and planning/scheduling software, and other related software related to the position’s field of expertise is highly desirable.
  • Experience working in Central Asia is an asset.

Language skills

  • Proficiency in English is required.
  • Working knowledge of Russian and/or Uzbek is an asset.

Additional Certifications

  • (PRINCE2) Foundation and (PRINCE2) Practitioner Certification or similar are desirable.
