The Senior Emergency Operations Officer reports to the Senior Deputy Director for Operations.

Responsibilities

– Leads, guides and participates in large, complex assessments and development of interventions; coordinates international humanitarian/emergency assistance; ensures that necessary support is organized (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports – apprising of situation to date and specifying unmet requirements – background papers, correspondence, presentations etc. – Develops and tracks the day-to-day operations of the response to ensure deconfliction and completion of all humanitarian processes. – Coordinates the development of monitoring frameworks, including field and intervention specific indicators and ensures the subsequent monitoring of these indicators; develops recommendations based on the analysis of pertinent information. – Partners with other humanitarian agencies to plan and monitor other complex humanitarian and emergency assistance programmes; ensures that the latest findings, lessons learned etc. are incorporated into these activities, including cross-cutting considerations. – Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations etc.; ensures appropriate mechanisms to facilitate collaboration and the exchange of information, both in and outside the UN system. – Substantively contributes to the development of humanitarian crisis related reporting frameworks, coordinating with other agencies, funds and programs as required. – Keeps abreast of the latest developments in Gaza, liaises with other humanitarian organizations, donors, etc.; provides information and advice on a range of related issues; organizes and participates in meetings, consultations, etc. with other agencies and partners on humanitarian and emergency relief-related matters. – Performs other duties as may be assigned by the supervisor.

Education

An advanced university degree (Masters’ or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A recognized first-level degree with an additional two years of experience may be accepted in lieu of an advanced degree.

Work Experience

At least seven years of progressively responsible and relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation or related areas is required. Unless already serving as an international staff member in the UN Common System, a minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.

Languages

Excellent command of written and spoken English. Knowledge of Arabic would be an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
