Proposal Summary:
The primary goal of the Monitoring, Evaluation and Learning (MEL) Activity is to enhance USAID Mission MEL capabilities, as well as facilitate Collaborating, Learning, Adapting (CLA) for increased accountability and adaptation across USAID/BiH’s portfolio. With a focus on evidence-based decision-making and adaptive management, the MEL Activity will aim to contribute to maximizing development impact.

Position Summary:
The Senior Evaluation Specialist will primarily be responsible for the management, development, and implementation of evaluations, assessments, special studies, and surveys. They will directly implement technical work and will also oversee teams of consultants and local firms who are implementing technical tasks. The Senior Evaluation Specialist will oversee the hiring of the team and support the onboarding and supervision of the team. They will ensure the technical quality of the deliverables and provide expertise designing and implementing evaluation and research activities. The Senior Evaluation Specialist will work with the COR and other Mission staff to develop the SOW, including identifying key evaluation questions. The full-time position will last for five years and be based in Sarajevo, Bosnia and Herzegovina. This position is contingent upon award.
Responsibilities:
- Coordinate with USAID/BiH Mission staff to plan and develop evaluation, survey or study SOWs, including developing evaluation questions and timeline.
- Help develop and manage evaluation, survey or study workplans. Support the design of quantitative and qualitative data collection tools, analytical methods, and study methodologies.
- Oversee hiring, onboarding, and supervising the evaluation/study team or subcontractor.
- Provide field-based quality assurance throughout each evaluation and study activity including ensuring consistent use of tools, recording of interviews and focus groups and organizing de-briefing sessions. Support and manage data collection processes.
- Manage the progress of each evaluation and study and support the teams as needed to finish each task as outlined in workplan timeline.
- Ensure regular communications and updates to USAID Point of Contact (POC) on the evaluation or study tasks.
- Review technical products and reports designed by consultants. Adjust and revise reports as needed.
- Support the management of day-to-day evaluation, survey, and assessment activities, including coordination and oversight of consultants and local partners engaged in these activities.
Qualifications:
- Minimum five years of qualitative and quantitative research and evaluation experience for donor funded programs.
- Experience leading and/or participating on evaluations and study teams for performance or impact evaluations in the sectors of governance, energy, industry, finance, or environment.
- Familiarity with USAID policies related to evaluation and research.
- Experience managing and supporting the implementation of evaluations, assessments, surveys or special studies.
- Experience in designing and implementing data collection efforts for donor-funded projects, showcasing proficiency in data analysis and reporting, with writing and data visualization skills.
- Proficiency in quantitative and qualitative data collection methodologies.
- Possession of a master’s degree or Ph.D. in statistics, development studies, development evaluation and management, or a relevant field of study.
- Experience working with USAID-funded projects preferred.
- Fluency in both English and Bosnian required.
