Job Summary
The Senior Health and Nutrition Manager plays a critical leadership role in overseeing the successful implementation of CARE health and nutrition programs in Puntland State. The Senior Health and Nutrition Manager will demonstrate experience, skills & knowledge of Health and Nutrition for the humanitarian and development assistance agenda in Somalia/Somaliland. Working closely with the senior health and Nutrition advisor, he/she will be required to support the development of strategies and sustainable technical guidelines in collaboration with departmental directors and specialists to guide CARE Health and nutrition Programming. The incumbent is expected to work in close collaboration with the humanitarian, education and gender equality and climate, food and water nutrition pillars providing technical support and strategic guidance in programming and ensure the sequencing, layering and integration.
Job Responsibility 1: Program design, development and reporting: 35%
- Provide high-quality technical input during the development of proposal and concept notes in Health, Nutrition, WASH, and protection while promoting sector integration.
- Support in conducting donor and stakeholder mapping and developing high-quality integrated Health, Nutrition, and WaSH proposals.
- Support in preparing, reviewing, and submitting donor project reports, quarterly performance data, and any other special reports needed by the government, donors, the ECA Regional Office,or Headquarters.
- Support on budget development for the Health and Nutrition sector, in coordination with the the senior health/Nutrition advisor, finance department, and take necessary steps to ensure proper management and utilization of funds.
- Work closely with the senior health/Nutrition advisor in ensuring all resources for Health and Nutrition activities (including HR, logistics, finance, communication, visibility etc) are included in project proposals, concept notes, and plans.
- Support in the development of tools and prepare success stories and briefs on innovation/best practices and project learning in liaison with the communication team.
- Improve program quality by designing field monitoring tools to be used by the health and nutrition field team.
- Support the Health and Nutrition technical teams in developing work plans for the implementation of health and nutrition interventions.
- Build the capacity of the sector and project staff to improve knowledge and skills for the implementation of sector goals.
- Design innovative approaches and new technologies to improve program quality and accountability.
- Design innovative approaches to address aid diversion of health and nutrition supplies/services and develop monitoring plans and reporting to CARE and partners.
- Ensure the quality and timely submission of CARE Somalia Health and Nutrition data at the Federal and State levels to ensure compliance.
Job Responsibility 2: Strategic Planning: 30%
- Lead on situation analysis related to health and nutrition and conduct assessments, including KAP/SMART and other related surveys, baselines, and operational research in Puntland state.
- Gather and analyze Health and Nutrition information to inform proposal development for the humanitarian department.
- Provide technical support to the program and support teams during design and proposal development.
- Based on opportunities and gap analysis, develop, and implement strategies for the growth of Health and Nutrition programs in Puntland state, in particular new and innovative approaches.
- Ensure that synergies between health, nutrition, WASH, and food security are optimized and highlighted in all phases of the program cycle considering the Humanitarian and Development nexus.
- Provide strategic direction and leadership to all CARE Health and Nutrition programs in Somalia/ Somaliland.
Job Responsibility 3: Program Quality Knowledge Management & Learning: 20%
- Undertake regular field visits of CARE-supported projects to ensure the quality of project implementation, provide necessary guidance to Health and Nutrition staff, and supervise the planning, implementation, and monitoring activities.
- Provide technical assistance on assessment and MEAL, including quality control and guidance on Health and Nutrition-related MEAL tools and methodology.
- Analyze outcomes and impact data from the MEAL process for Health and Nutrition projects in collaboration with budget holders, and partners and provide regular recommendations for program improvements based on this analysis.
- Ensure quality of reporting and that it is timely and in line with donors’ requirements, by reviewing and improving draft reports.
- Keep abreast of global and regional strategies, approaches, and tools related to tools on Health and Nutrition, disseminate information, and ensure their use in all program development, planning, and implementation.
- Ensure up-to-date documentation and accountability of all medical and non-medical supplies, including tracking supplies movement in all project sites while working closely with the supply chain unit.
- Ensure seamless integration of Health, Nutrition, WASH, and protection at every stage of the project cycle to ensure complementarity and maximum delivery of services to affected populations..
Job Responsibility 4: Representation and Communication 10%
- Coordinate all technical activities with partners, sub-recipients, donors, government agencies, local and international NGOs, and community organizations.
- Represent CARE in meetings and workshops with external stakeholders including the Clusters, UN, INGOs, and Government
- Actively maintain regular relationships with potential donors, respective Ministry of Health at Puntland State level, and partners in Health and Nutrition including INGOs, CSO, and government partners, in close collaboration with interested CARE member
- Attend Health and Nutrition cluster meetings and ensure CARE is reporting in the partners’ portal regularly and improve the reporting rate of CARE health activities to increase visibility.
- Attend CARE regional technical forums and showcase CARE Somalia health & nutrition programs and humanitarian needs.

Qualifications
Education:
- Master’s in health sciences and/or related field with field experience in Health & Nutrition
Experience/Technical Skills
- Minimum of 8 years’ field experience with international NGO and managing teams.
- Experience working with government institutions and with inter-agency coordination in humanitarian settings.
- Hands-on experience in program design, Planning and implementation and donor reporting.
- Experience in complex decision-making and leading a multi-disciplinary, multi-national team under difficult circumstances.
- Excellent understanding of economic development and poverty analysis
- Experience in managing a multi-million-dollar budget; demonstrated skills in risk management and ensuring value for money
- Demonstrated experience in program design, implementation and evaluation; including participatory approaches
- Experience in establishing and maintaining collaborative relationships with implementing partners, donors and government counterparts.
- Demonstrated leadership and management skills in a complex international setting
- Demonstrated ability in program design, implementation and evaluation
- Demonstrated self-awareness, leadership and interpersonal skills
- Strong human resource management skills including capacity building, coaching and conflict management.
