The Senior Humanitarian Principles Coordinator reports to the Chief, Protection Division.
Responsibilities
– Under the direct supervision of the Chief, Protection Division, and working closely with the Executive Office to support the Deputy Commissioner-General (Operational Support), coordinates, develops and monitors the implementation of Agency-wide initiatives, policies, and guidelines relevant to the application of humanitarian principles, including on the implementation of recommendations from the “Independent Review of Mechanisms and Procedures to Ensure Adherence by UNRWA to the Humanitarian Principle of Neutrality. – Is responsible for providing advice and support, including preparation of reports, analysis, and talking points, often under tight time frames, to UNRWA senior management on issues related to the application of humanitarian principles across the Agency; supports the analysis and coordination of Agency responses to allegations of breaches of neutrality by the Agency and its personnel, including providing support and advice to the Deputy Commissioner-General for Operational Support, Department of Internal Oversight Services, and Department of Human Resources; participates in internal task-forces and working groups related to humanitarian principles. – Plans and coordinates the development and execution of Agency-wide humanitarian principles trainings; ensures close coordination and complementarity with trainings implemented by the Human Resources Department, the Ethics Office, the Department of Education and Field Offices as relevant. – Oversees the implementation of standards and operational and monitoring tools relating to the application of humanitarian principles Agency-wide, including integrated assessments of Agency installations and the biannual Agency-wide screening exercise against the UN Security Council Consolidated Sanctions List; establishes and updates operational records and conducts analysis of necessary statistical information for these purposes. – Oversees the management and coherence of data related to humanitarian principles, including integrated assessments of installations and neutrality issues; conducts analysis of relevant data, identifies issues and trends and makes recommendations to improve the Agency’s policy framework on the application of humanitarian principles as well as enforces improved standards relating to the application of humanitarian principles in Agency installations. – Ensures the use of risk management tools, practices, and responses to strengthen adherence to humanitarian principles.; supports HQ departments and Field Offices in identifying and mitigating risks associated to humanitarian principles. – Leads on specific donor-required reporting on humanitarian principles. Manages specific donor-funded projects related to the application of humanitarian principles, including oversight of project financial management, in collaboration with the Portfolio Manager, project reporting and certain Agency-wide reporting requirements related to humanitarian principles, and partnership building with donor stakeholders. – Provides overall coordination and technical guidance support on the application of humanitarian principles to Protection teams and other relevant UNRWA stakeholders in all five fields, ensuring consistency of practices across the Agency. – Manages the HQ-based Humanitarian Principles team within the Protection Division, ensuring effective coordination and delivery of team objectives and efficient implementation of required administrative duties, working closely with the Portfolio Manager on project deliverables.

Education
Advanced university degree (Masters’ or equivalent) from an accredited educational institution in political or social science, law, or a related field is required.

Work Experience
At least seven years of progressively responsible and relevant professional experience in international organizations, in the humanitarian sector is required. Including at least three years of experience where primary responsibilities include work related to the application of humanitarian principles, protection, and/or humanitarian affairs, including experience in capacity building and policy development is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required. Previous work in the Middle East with knowledge of the history and the issues affecting the region is desirable. Knowledge of and experience in working on risk management issues, including risk assessments and analysis is desirable. Knowledge of and experience in project management is desirable.
Languages
Excellent command of written and spoken English is required.

This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent will be required to travel frequently to all five fields of operation.
