Program Brief
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PRoL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.

Purpose of the Role
The senior Information Officer will assist the Editorial Manager in coordination with the implementing team and government authorities and manage the Signpost online platform (website and social media platforms) to respond on a daily basis to clients’ queries and feedback and disseminate through social media and collect updated/ required information. 

Key Responsibilities  
  • Coordinate to acquire required information, analyze, and prepare to disseminate and responsively provide to the clients through client-oriented and protection concerns related to community awareness (in the host and refugee community).
  • Well versed expertise in content creation and using adobe creatives. 
  • Prepare IEC materials and social media content, including providing administrative support to the Signpost Bangladesh online platforms.
  • Regularly coordinate and update the provided information services and clients’ details in the IRC database system and follow up systematically.
  • Provide feedback on (and translate noteworthy questions into English if required) and write an analysis (including responses to individual questions, trends in conversation, and information gaps) as per the guidance and reporting format. 
  • Coordinate with the Local Government Authority to set up an information hub at the Union Digital Centre.
  • Run the digital platform to provide user-focused information in local languages through context-appropriate channels such as social media in coordination with the Editorial Manager. 
  • Support to the Information Officers in response to the questions/queries/feedback received at the information hub/household through online/offline information platforms (containing articles and service maps) and Communication with Community guidelines.
  • Prepare weekly/monthly/quarterly reports and project progress reports, i.e., success stories.
  • Share opinions, feedback, cultural awareness, contextual knowledge, and learning with the wider team on an ongoing basis and conduct local level advocacy.  
  • In collaboration with the Editorial Manager and the frontline staff team, develop thorough, well-researched response and information services. 
  • Coordinate and analyze information gaps amongst communities (host and refugee populations) to feed into future content creation.  
  • Coordinate with the protection focal points at the respective Camps to be up to date with all the new information, put it out on an ongoing basis, and attend regular platforms as required. 
  • Initiates capacity building initiatives for the CBP, volunteers, community leaders, and service providers. 
  • Prepare monthly reports on access to information for protection monitoring data analysis and contribute to local and national advocacy and support to the team for preparing different sorts of reports (narrative, quarterly, etc.).
  • Any other duties as assigned by the supervisor. 
Deliverables
  • Periodical information needs assessments in various sectors to inform appropriate interventions and responses to clients’ queries. 
  • Ensure data-protection protocols to safeguard confidentiality to deliver information and collect clients’ feedback on information needs and provided services. 
  • Ensure and update provided information services and clients’ details in the IRC’s software.
  • Reporting – weekly/monthly/quarterly/narrative and other project progress reports (i.e., success stories) of high quality.
  • Support to the protection activities of IRC
  • Effective coordination and collaboration with IRC (internal sectors), local level administration and other partners 

Minimum Qualifications:

Knowledge, Skills & Competences 
  • Excellent verbal and written communication skills, as well as an overall ability to be clear and concise in all communications. 
  • An understanding of the power and importance of accurate information and the ability to exercise excellent judgment in ensuring all answers are accurate.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time and ability to handle multiple tasks at a time. 
  • Excellent reporting/documenting and analytical skills.
  • Proven knowledge on Adobe Photoshop and Illustrator would be an asset.
  • Knowledge of Zendesk or experience using a CMS would be an asset.
  • Strong analytic problem-solving skills.
  • Ability to work both independently and in a dynamic, cross-functional team.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Team player and has experience in managing field team(s).
  • Strong computer proficiency and well-acquainted with basic software tools – navigate autonomously in Windows, Android, Microsoft Office Suite, and Google docs.
Experience (Including sector/industry) 
  • Minimum of 3 years of professional experience working ideally with refugees or displaced people in the information providing services, digital communications or a related field.
Specific Educational Qualification 
  • Master’s in Development Studies, Journalism, Mass Communication, Social Work or related field

Language Preference

  • Good communication skills, both
    verbal and written, in English and Bengali
  • People who have sound knowledge of
    the Chittagonian dialect and culture will get a preference
