Proposal Summary:
This activity will support the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This support encompasses activities related to the design, Monitoring & Evaluation, Collaborating, Learning and Adapting, Knowledge Management, and dissemination of results and learning throughout the program cycle.
Position Summary:
The Senior Monitoring, Evaluation and Learning (MEL) Specialist will lead all technical monitoring and evaluation work under the contract. This includes supporting the Mission’s Performance Management Plan (PMP) design and ensuring alignment of Activity MEL Plans (AMELPs). It also includes overseeing all evaluation work under the project, including designing statements of work with USAID, recruiting evaluation team members, overseeing data collection and analysis and editing reports. The position may require the ability to supervise short term technical staff and/or teams implementing activities. This is a full-time position and will be based in Jakarta, Indonesia. This position is contingent upon award.
Responsibilities:
- Support the PMP design and alignment of AMELPs.
- Compile and interpret data for the Mission’s annual performance report, and for the annual review IP data and verification of data quality.
- Support data quality assessments, semi-annual project reviews, and the yearly Mission workshop.
- Oversee all evaluations and special studies conducted by the project, including developing statements of work, recruiting and orientating team members, overseeing data collection and inspection and editing reports. Supervise efforts to disseminate evaluation and other research findings.
- Manage and collect monitoring data for the activity including analysis and report writing of the indicators/metrics.
Qualifications:
- Master’s degree or higher in evaluation, public policy, sociology, international relations, economics, and or related field preferred.
- A minimum ten years of MEL experience, including experience developing MEL strategies for international development projects and working on evaluations.
- Experience in designing and implementing data collection efforts for donor-funded projects, showcasing proficiency in data analysis and reporting, with strong writing and data visualization skills. Proficiency in quantitative and qualitative data collection methodologies.
- Experience working with USAID-funded projects preferred.
- Experience working on development programs in the Asia region.
- Fluency in English with excellent written and oral communications skills required, with proficiency in Bahasa Indonesia.
