Background
The Meeting Targets and Maintaning Epidemic Control (EpiC) Project is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery and promotes self-reliant management of national HIV programs. By improving HIV case finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs), EpiC aims to break through barriers and reach the 95-95-95 HIV targets.
In the Philippines, EpiC works in Metro Manila, Central Luzon, and CALABARZON to address critical gaps and bottlenecks in HIV response, build capacity of local, community based KP organizations, and deliver KP-tailored HIV services in partnership with the Philippine government. EpiC Philippines also focuses on expanding community case finding, expanding PrEP coverage, and supporting treatment initiation, adherence, and retention for people living with HIV (PLHIV).
JOB SUMMARY:
The Senior Program Officer will work with EpiC subgrantees to ensure quality implementation of HIV service delivery and/or technical assistance, through the program descriptions and specific activities of each sub. The SPO will provide overall program guidance to subs and ensure activities are accomplished with high quality and fidelity, within scope and budget, and according to set timelines. The SPO will collaborate with internal EpiC stakeholders (Technical, Strategic Information, and Finance) to provide technical assistance and ensure strong management of subgrants. Aligned with the localization objective of USAID, the SPO will propose and implement capacity strengthening activities aimed at preparing subgrants to receive direct USAID funding.
KEY RESPONSIBILITIES
Subgrant backstopping
- Implement individual subgrant monitoring plans, including: ensuring timely submission of monthly progress reports, ensuring timely feedback from EpiC Technical and Strategic Information teams on progress reports, conducting quarterly monitoring visits, anticipating and troubleshooting programmatic concerns that arise
- Collaborate with EpiC Technical and Strategic Information teams to provide technical assistance to subgrantees, to tap subgrantees as technical experts to further cascade new knowledge and best practices to other EpiC sites (including government and private facilities) and ensure subgrantees are able to reach project targets and milestones. Technical and SI components include the Health Services Cascade, Social and Behavioral Change Communication, Monitoring and Evaluation, Data Quality Improvement, Research, and Knowledge Management
Subgrant compliance and administration
- Collaborate with subgrants to develop and execute their Subgrant modifications (including budgets, budget narratives, and program descriptions) in accordance with Fiscal Year timelines
- Work closely with EpiC Grants team to ensure timely submission and processing of monthly Subgrantee Financial Reports (SFR) and Cash Advance requests, conduct of Budget vs. Actual spending tracking, and ensure sufficient cash flow for subgrant program implementation
- Ensure subgrant compliance to other USAID regulations and FHI 360 minimum standards, such as safeguarding, protection of program participants, etc. Support subgrants in continuous compliance to grant special award conditions, with an emphasis on community systems strengthening to ensure organizational growth and development
- Support subgrant closeout and transition, as needed
Subgrant organizational capacity strengthening
- Provide technical assistance and overall oversight of subgrantee organizational capacity assessment and capacity strengthening interventions
- Ensure smooth implementation of existing subgrantee capacity strengthening plans in coordination with external consultants
- Support subgrants in diversifying existing funding streams to reduce reliance on external grants funding and earn income through PhilHealth, social contracting, social enterprise, and other alternatives.
Other tasks
- Organize a semi-annual subgrants general assembly with a learning exchange component
- Reviews and contributes to EpiC internal work plans, bi-monthly updates, and quarterly/semi-annual performance reports
- Support the learning and technical assistance visits of EpiC APRO or HQ partners
- Provide other programmatic or technical support to the Project Manager as needed
MINIMUM REQUIREMENTS:
- Has good communication skills and has command of written and spoken English and Filipino.
- Can manage and complete multiple tasks independently, with a high degree of organization.
- Can manage tasks and meet timelines, with strong attention to consistency, detail, and quality.
- Can work collaboratively and productively, within a multidisciplinary, multi-cultural, and multigender environment.
- Can use analytical, critical thinking, and problem-solving skills to proactively identify potential bottlenecks/hindering factors in program implementation and address these with stakeholders.
- Familiar with (or willing to learn) the cultural, political, and ethical sensitivities of the HIV program in the Philippines.
- Qualified candidates living with HIV, gender-diverse individuals, and/or members of key populations affected by HIV are highly encouraged to apply.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- The position will be based in the FHI 360 Country office in Makati, Philippines.
- An estimated 35% of the work will involve travel to NCR, Central Luzon, and 4A/CALABARZON.
EDUCATION AND EXPERIENCE:
- At least 5 years of relevant experience in non-government, civil society, or development work in the Philippines, with a focus on partner collaboration, project management, and/or team supervision. Prior work experience in HIV programs or prior work experience with community-led organizations is a plus. Prior work experience working in USAID funded projects is desirable.
- Experience in the Philippine public health sector and familiarity with the roles of community-based organizations in health.
- Bachelor’s degree in any of the following fields: Community Development, Public Health, Health Sciences, Communications, Education, Environment, Social Sciences, and International Development. Candidates with other degrees possessing relevant work experience are encouraged to apply. Candidates with a Master’s Degree (or units towards said degree) are preferred.
