Overview

FHI 360/Philippines (www.fhi360.org) through Meeting Targets and Maintaining Epidemic Control (EpiC) project in the Philippines is seeking applications for the position of Senior Program Officer. EpiC is a multi-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC works in Mega Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and build capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to the activities mentioned above EpiC Philippines will focus on expanding HIV case finding in the community, expansion of PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups.

Job Description

The EpiC Senior Project Officer (SPO) will provide critical technical and program management oversight of EpiC initiatives with the supported facilities/sites/regions. The SPO will be responsible for overseeing the Project Officers assigned in the EpiC supported regions, making sure that planned support is implemented efficiently and effectively. S/he will assist in strategy development, technical assistance coordination and ensuring strong collaborations with the local implementing partners and related agencies. The SPO will coordinate and track the technical assistance strategy across the EpiC results areas, respond to capacity building needs of local partners, monitor progress and compliance, conduct quality assurance, evaluation, and reporting. S/he will assist with establishing and maintaining strong collaboration and networking with a variety of stakeholders at the national, provincial and district levels, and will liaise with all EpiC technical and program staff as well as related departments at the regional and HQ level.

Position Description:

The position has three main areas of responsibility.

1. Supervision

  • Supervise Project Officers (PO) assigned in the three EpiC supported regions in their principal role of coordination and collaboration with internal and external (DOH Centers for Health Development, LGU, hospital, community) stakeholders.
  • Support POs in their secondary role of providing technical support and bringing in EpiC technical and M&E staff to provide tailored, site-specific assistance, as necessary.
  • Ensure a smooth working relationship of EpiC and DOH CHDs, as EpiC liaises with CHDs through the POs. Ensure CHD buy-in to EpiC technical and strategic data interventions through advocacy and close collaboration, together with POs.
  • Review and approve PO Activity Designs, Activity Reports, Monitoring Reports, site visit schedules, and coordinate these with CHD, as necessary.
  • Review and approve relevant requirements needed from POs by Human Resources (goal setting, safeguarding and other mandatory training, etc.) and Finance (travel authorizations, cash advances, liquidations, reimbursements, etc.).

2. Fostering Cross team collaboration

Foster cross-team collaboration by providing technical and program management oversight of EpiC HIV sites, with the goal of strengthening management, processes, and overall operations.

  • Collaborate with the technical sub-teams (cascade services, SBCC, and PSCM) program sub-team, and SI sub-team in ensuring seamless implementation of technical assistance.
  • Supports the design, coordination, and implementation of technical assistance to EpiC supported sites/facilities, including managing the development and utilization of training tools and methodologies for capacity strengthening as well as compliance, monitoring and evaluation, and reporting.
  • Collaborate with SI sub-team to develop/update a monitoring database for output and outcome indicators and monitor this closely through the POs and other technical sub-teams to improve operations, increase efficiency, and reduce costs in delivering TA/support to field/sites.

3. Perform Other tasks as assigned by the immediate supervisor

  • Contribute to the development, review and submission of project work plans, and progress reports.
  • Organize other related capacity building activities for peer learning exchange among the tier 2 sites.

Minimum Qualifications

  • Master’s in management, public health, or social sciences is an advantage
  • At least five years of experience with NGOs or INGOs involving program implementation and management, preferably in HIV/AIDS programs.
  • Work experience in supervising staff.
  • Superior written and oral communications skills
  • Work independently with initiative to manage high volume workflow, may structure work of staff members.
  • Experience in providing program management support to development projects.
  • Experience in working with country programs funded by the US government or other international donors.
  • Knowledge of health programs (HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science) in Philippines
  • Sensitivity to cultural differences and issues surrounding HIV/AIDS
  • Financial management, research, report writing and/or analyses.
  • Relevant language skills preferred.
  • Relevant computer software skills.
  • Resourceful through technology, research skills, and relationship building among different organization teams and units and professional organizations to resolve problems and initiate solutions.
  • Work well in cross-cultural settings and diverse groups of people.
  • Ability to travel at short notices
