Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. As part of an Memorandum of Understanding (MOU) between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM provides a range of services and support to the USRAP including, but not limited to, management of Resettlement Support Centers (RSCs), case processing, migration health assessments, cultural orientation training, management of all beneficiary movements, departure assistance, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs, in close coordination with the Migration Health Division in the Department of Programme Support and Migration Management.
Under the direct supervision of Head of Office (Camp as Sayliyah (CAS)) and the technical supervision of Project Manager RSC, the Head of Operations, Middle East and North Africa (MENA), and the Chief Migration Health Officer (with regional functions) and in close coordination with the Senior Project Coordinator (Remote Sites), the Senior Site Lead (USRAP) will be based in Doha, Qatar and will have overall responsibility for coordinating USRAP RSC, movement operations and migration health activities in Qatar. In that capacity, they will have the following duties and responsibilities:
Core Functions / Responsibilities:
- Provide overall management and oversight of all RSC, movement operations and migration health activities and personnel working in Qatar, ensuring that hiring, training, technical guidance, workflows, and performance management activities are implemented in an efficient and effective manner with the goal of continually improving the quality and impact of USRAP and other resettlement and movement operations activities in Country.
- Supervise the Movement Operations Manager (Qatar) and Senior Project Coordinator or Project Coordinator (Qatar), and Senior Migration Health Physician (Qatar) as they manage the daily activities. Collaborate with relevant RSC and resettlement counterparts in Doha, Qatar, Washington, DC and Geneva on issues while being aware of relevant program rules, guidelines, and Standard Operating Procedures. Review procedures and streamline or clarify them as necessary.
- In coordination with the Project Manager RSC, Head of Operations, MENA, and ChiefMigration Health Officer (with regional functions), liaise with IOM Country Office and external partners in Qatar, including US agencies, US Embassy management, the US Embassy Consular Affairs Division, the United Nations High Commissioner for Refugees (UNHCR), and relevant Non-Governmental Organizations (NGOs), contractors and other governments to ensure the success of USRAP and other activities in Qatar.
- In coordination with the Project Manager RSC, Head of Operations, MENA, and ChiefMigration Health Officer, liaise with IOM Country Office to coordinate USRAP planning execution, such as recruitment strategies, and office space set up, as necessary. Regularly share project updates with the IOM Qatar Chief of Mission and Head of Programs, ensuring relevant global communication is conveyed to the Country Office and creating space for dialogue and collaboration. Communicate all project actions that will have impact on the Country Office to the Country Office in a clear, consistent, and timely manner.
- Coordinate with the Country Office Resources Management Unit (RMU) and other relevant Units on all administrative matters related to the RSC, movement operations and migration health teams, including recruitment, onboarding, purchase requests, and staff travel. Ensure communication with the RMU is streamlined, clear, consistent, and timely, and that operational issues impacting the RMU are communicated and addressed in a timely manner.
- Coordinate closely with other relevant Units and individuals in IOM on such activities as recruitment, onboarding, training, and performance management, including the USRAP IOM Washington office, RMU Cluster, and others as advised.
- Provide overall coordination of pre-departure activities with the IOM Migration Health Division(MHD), RSC, government partner agencies and resettlement countries’ diplomatic missions. Provide innovative solutions to issues that impact the timely and organized departure of individuals from Country on the USRAP and other relevant resettlement programs, ensuring those solutions are well-coordinated internally with regional management.
- Represent IOM at meetings, workshops, and conferences, including with high-level US and UN officials. Prepare reports, briefings, background information, narratives, and statistical reporting for a wide range of audiences across IOM and other partners. Keep management well-informed on the dialogues occurring at meetings, workshops, and conferences.
- In coordination with the Head of Operations, MENA, manage refugee resettlement processing and departures to the US, Canada, Australia, Europe, and any other countries of resettlement. In this context, provide overall guidance on airport services for arriving and departing individuals; the use of ground transportation, case processing and circuit rides, transit centers, third-party facilities, exit permit processes, and interpretation services; the completion of bookings by Movements staff members, the secure storage of documentation and data; and liaison with airlines.
- In coordination with the Project Manager RSC, communicate regularly about the activities of RSC staff members in Qatar, including conveying targets and achievements, information on Qatar policies and information and clarification on high-level issues.
- In coordination with the Chief Migration Health Officer (with Regional Functions – Health Assessment Programmes (HAP)) and the Senior Migration Health Physician (Qatar), ensure the migration health team in (Qatar) receives the necessary technical and USRAP-related trainings for adherence to the technical instructions and standard operating procedures. Coordinate with mission RMU and other units to support the migration health team with the needed local agreements with vendors, tools and supplies to conduct migration health activities. Ensure compliance activities related to project monitoring and evaluation, training, youth services, project reporting, project support and protection are being carried out efficiently and effectively and that the team is regularly reporting on the work being accomplished, obstacles encountered and planned pathways for overcoming identified obstacles.
- Provide overall supervision of at-risk and sensitive cases in accordance with IOM’s policies, procedure, and guidance in the Movement Management Manual (MMM), including assistance for unaccompanied refugee minors (URMs). Ensure the Country Office is adequately training staff members on working with at-risk and sensitive cases and is mainstreaming Prevention of Sexual Exploitation and Abuse (PSEA) through the awareness and training sessions for staff and service-providers.
- Maintain and monitor confidentiality of all USRAP matters to ensure programme integrity byfollowing the USRAP standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in RSC and resettlement activities in Qatar.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience managing staff at various levels and from a range of cultural backgrounds, including teams of international staff, is required;
- A minimum of seven years (or nine years of experience for candidates with a 1st level degree)of field and regional management experience in USRAP projects in at least two different regions;
- Service within the USRAP at two levels below this position (for instance, experience serving as a Project Officer and Sr. Project Officer in relation to an application for the position of Deputy Project Manager), is a distinct advantage;
- Experience in project cycle management with particular emphasis on the USRAP is an advantage;
- Experience serving as a donor liaison and writing donor reports is desired; and,
- Experience working in USRAP for other organizations or agencies is a plus.
Skills
- Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, as well as civil society actors, is required;
- Demonstrated proficiency with such systems as START, Migrant Management OperationalSystems Application (MIMOSA) and iGATOR is an advantage;
- Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices is desired; and,
- Excellent computer skills and proficiency in spreadsheet and database applications is required.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
