Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

Requirements:
- IMAS EOD level 3 or equivalent military qualification, with at least 5 years of operational leadership experience in mine action NGO or commercial sector. You have experience with successfully motivating and leading a team.
- Proven experience of implementation of land release approach in mine clearance context.
- Experience in utilizing the full “HMA toolbox” approach, including the deployment of manual, Mine Detection Dog and Mech assets.
- Proven ability to develop and manage multiple teams in survey of mines, cluster munitions, and other ERW.
- Good knowledge of IMAS and the land release principles in a Humanitarian Mine Action programme.
- Category B international driving license.
- Excellent written and spoken English in is a requirement, knowledge of Ukrainian and/or Russian language is desirable.
As a person, you have strong people leadership skills and are great at communicating. This role will require good planning skills and structure as well as having a strong resilience to stressful circumstances.
Responsibilities:
- On behalf of the Operations Manager, supervise and lead the Technical Field Managers and other operational staff in the area of responsibility.
- Assisting in the development of the annual operational plan ensuring the achievement of donor set targets, whilst maintaining the quality management of survey and clearance operations in accordance with SOPs and IMAS/NMAS.
- Assist in the development and update of operational SOPs and maintain operational accreditation.
- Develop capacity development plans for national operational staff, plan, oversee and conduct training for local staff in survey (NTS/TS), clearance, impact assessment.
- Provide operational reports including but not limited to: progress reports, NPA Monthly report, NTS and hazard reports, completion and suspension report, to both NPA’s reporting system and the National Authority through IMSMA.
- Maintain a functional operations room with technical and operational planning and reporting systems.
- Represent the Operations Manager when required.
- Represent NPA at relevant stakeholder meetings and events.
- Liaise with national and local authorities for operational, logistic and administrative purposes as required.
*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
