Background/IRC Summary:

TheSyriacrisisisoftendescribedastheworsthumanitariancatastrophesincetheendoftheColdWar.Today,13.4 millionpeopleinSyria-morethanhalfofthecountry’spopulation-areinneedofhumanitarianassistancewithneeds increasinglybeingexacerbated byeconomicdecline.Of these,6.8million arerefugees andasylum-seekerswhohave fledthecountry.Thisisno short-termhumanitarianepisode.Thedevastatinghumanconsequencestohugenumbers ofpeoplewillendurefordecades.Thedestructionofrelationships,communities,livelihoods,homesand infrastructurewill take years torepair.

IRCisofferingarobusthumanitarianresponsetotheSyriacrisisarapidlyexpandingportfolio,supportedbymore than1000+staffinSyriaCountryProgram.IRCisundertakingprogramsinSyriaandtheneighboringcountriesof Turkey,Iraq,LebanonandJordaninthefieldsofhealth,childprotection,earlychildhooddevelopment,education, women’sprotectionandempowerment,non-fooditemsandfooddistribution,cashassistance,waterandsanitation, protectionandruleoflaw,andlivelihoodprogramming.Ourworkinthesechallengingsettingsgivesrisetosomeof themostpressingissuesfacingcontemporaryhumanitarianaction,includingquestionsofaccess,security,funding and coordination.

JobOverview/Summary:

WithdirectmanagementsupportfromtheIntegratedProtectionCoordinatorandsupportfromWPETechnical Advisor,theSr.Women’sProtectionandEmpowermentManagerplaysakeyroleinleadingprojectdevelopmentand implementation,providing technicalsupportandmentorshiptotheIRC’s WPE componentconsists of gender-based violencepreventionandresponsethroughsafespacesandothermodalities,integratedserviceswithhealthand economicrecoveryanddevelopment including remotemanagementofstaffandcapacitysharing withimplementing partnersinsideNorthwestSyria(NWS),andensuringthedeliveryofqualityprogramming.TheSr.WPEManagerwill beprimarilyresponsiblefortheestablishmentorstrengtheningofexistingdirectandpartner-ledserviceprovision. Theywillberesponsibletosuperviseandcoordinatethedirectimplementationandprojectswithimplementing partnersinthedifferentlocationsinNorthwestSyria.Moreover,theSr.WPEManagerwillalsosupporttheintegrated protectioncoordinatorinstrategicdecisionsforprogramsaswellasintegration/collaborationwithothersectors. 

Responsibilities:

  • Technicaloversightandsupporttofield-levelimplementationofIRC’sandpartnersWPEdirect implementationprogramminginNorthwestSyria.NamelytheestablishmentandrunningofMobileWPE teams;WomenandGirlsSafeSpaces;capacitybuildingoflocalSyrianorganizationsonspecializedservice provisionincluding,butnotlimitedto,managementofprocurement,communityengagement,staff recruitment,andcapacitybuilding,activitydevelopment,andscheduling,developmentofGBVcase managementandPSScomponents
  • Designinnovativeapproachestobuildthecapacityofpartnersincludingoperationalandtechnicalsupporton ongoingGBVcasemanagementservicesincluding but not limitedtostrengthening care forchildsurvivors
  • ExplorenewareasofprogramminginNorthwestSyriatoensurethatwomenandgirls aresafeintheirhomes and communitiesand receivethrough directorpartnerimplementation
  • Supportthe identificationof newpartnerstoexpandthe WPEprogramportfolio in NorthwestSyria DevelopmentandimplementationoftrainingandtechnicalsupporttomainstreamWPEstandardsacross NorthwestSyria response
  • Supplytoanybusinessdevelopmentrequiredfortheprogram,includingdraftingconceptnotes,proposalsas requiredbythe IntegratedProtectionCoordinator
  • LeadGBVemergencyresponseinareaswherenewdisplacementoccursinNorthwestSyriaincludingthe contingencyplanning andpreparedness
  • Lead theintegrationofothersectorsin existingWPEprograms
  • WorkcloselywithIRC’shealthprogramstostrengthenthehealthsectorresponsetoGBVincludingclinical careforsexual assaultsurvivors
  • Supportprogramdesignincludingthedevelopmentofprojectnarrativesandbudget,anddevelopmentof qualitativeandquantitativereporting from insideSyria.
  • SupporttheIntegratedProtectionCoordinatortoenhancecollaborationandharmonyacrossthe WPE,Child Protection (CP)andProtection andRuleofLaw(PRoL)programcomponentsto promoteintegration
  • Leadinclusion(genderandpeoplewithdisability)mainstreaminginIRC’sHealthandEarlyRecoveryand Development (ERD)programs
  • WorkwithIRCMonitoringteam,IPC,technicaladvisor,andpartnerorganizationstoensureasafe,survivor- centered, andconfidentialmechanismforcollectinginformationonprojectactivitiesis implemented.
  • SupportthedesignofmonitoringandevaluationtoolsthatarecontextuallyappropriateandwillallowtheIRC to measuretheimpactofprogramming.
  • Ensurethatallinternalandexternalreportingrequirementsare met andthatreportsareof highqualityand submitted ontime.
  • Supportthetimelyinformation-sharing regarding challengesand needsatthe fieldlevel.
  • RepresentIRC ininternalandexternalforums asneeded, including theGBVsub-Cluster.
  • Assistinchippingintothedevelopmentof referral mechanismsincollaboration withIRCcoordinators, other NGOs,and theProtection cluster.

Staff Performance Management,Learning&Development

  • Hire,supervise,andbuildthecapacityofteammembersinrelevanttechnicalandmanagementcompetencies.
  • Develop andimplement remote management capacitybuilding approachestobuildtheteamsin Syria.
  • Coach,train,superviseandmentordirect-reportstaff,includingcommunicatingclearexpectations,setting annualperformanceobjectives,providingregularandtimelypositiveandconstructiveperformancefeedback, and providingdocumentedsemi-annual performancereviews.
  • Maintainopenandprofessionalrelationswithteammembers,promotingastrongteamspiritandproviding oversightand guidancetoenable stafftosuccessfullyperformin theirpositions.
  • Approveandmanagetime,attendanceandleaverequeststoensureadequatedepartmentalcoverage; ensuremonthly, accuratetimesheetsubmission andcarry outprobationaryreviews.
  • Holdmeetingswitheach directreportonaregular andpredictablebasis,minimallyonamonthlybasis.
  • Provideameasurabledevelopmentplanincludingon-the-joblearningwiththeaimofstrengthening technical capacity,exchangingknowledgewithinthe teamandproviding guidanceoncareerpaths.
  • Asrequired,identifystaffperformanceissuesandworkwithHumanResourcestodocumentandaddress thesein accordance with theNational StaffEmploymentPolicies.
  • Maintainopenandprofessionalrelationswithteammembers,promotingastrongteamspiritandproviding oversightand guidancetoenable stafftosuccessfullyperformin theirpositions. Promoteandmonitorstaffcareandwell-being.Modelhealthywork-lifebalancepractices.
  • Support appropriateinterventionsinresponsetoidentifiedstaffcareneedsofbothnationaland international staff.

Minimum Qualifications:

Required Experience/qualification/Skills:

  • Bachelor’s degree in social scienceandlaw;politicalscience,socialwork,orrelatedfield.Advanceddegree preferred.
  • Provenexperienceofwhichaminimumof 5 years of experience in the Protection field in with at least 3yearsisinamanageriallevelinaGBV/women’sprotection program
  • ExperienceinNGOsispreferred
  • Ideally,experiencewith GBVprevention andresponseprogramming in remote managementsettings
  •  Demonstratedexperiencewith GBVcasemanagement
  •  Demonstrated understanding ofgender-sensitive&progressiveprogramming andprotectionmainstreaming demonstratedunderstandingofstandardmethodologiesforintegrationofgender-basedviolence interventions inhumanitarian action
  • Reportwritingskills
  •  Excellentrelationship-building,communicationskills, andtheability tocollaborateclosely
