What we are looking for:
An experienced Shelter Project Manager to oversee the implementation of Shelter Programmes in Gaza. The Shelter Project Manager will oversee and manage the implementation of several interventions including, household level rehabilitation, infrastructure projects as well as provision of core relief items and emergency assistance in the form of NFI’s (Nonfood items) and cash cards.
What you will do:
- Contribute to the development of Area, and core competencies strategies, initiate, and participate in the development of relevant Core Competencies (CC) projects.
- Develop, coordinate, and manage shelter projects in Gaza in line with proposals, strategies, and donor requirements, including the development of projects’ workplans, participating in the development and evaluation of procurement tenders.
- Ensure high technical quality and transparent processes for construction management and for the distribution of NFI’s assistance.
- Develop, review and quality control of technical documents such as BoQ’s, designs, specifications, contracts, and standard operational procedures.
- Ensure accurate and timely reporting of activities according to timeframes and formats to the Area Manager and Programme Specialist.
- Develop and oversee the targeting process ensuring that projects target households and individuals most in need of protection, explore and assess new and better ways to assist.
- Develop community-based and market-based approaches that strengthen participation, efficiency and impact.
- Develop data management tools to ensure effective tracking and monitoring of projects and deliverables.
- Develop downstream partnerships and oversee implementation and coordination with local and national partners.
- Representation in internal and external forums on behalf of NRC in Gaza shelter programme, including Shelter Cluster and Area Based Coordination meetings.
- Carry out assessments looking at new programmatic areas and geographical areas for the implementation of shelter activities.
- Line management of Shelter & Settlements project staff including day-to-day management, training, developing and appraisal.

What you will bring:
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Previous experience working in complex political contexts. Significant knowledge of the Palestine context is highly desirable.
- Technical expertise in Shelter programming as well as knowledge in cash programming is highly desirable.
- Experience in emergency response program, managing housing and infrastructure projects.
- Experience in developing data management systems as well as management of construction contracts and administration.
- Have an overall understanding of the context and follow any developments that might trigger displacements.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Fluency in English both written and verbal. Knowledge of Arabic desirable.
What we offer:
- Duty station: Gaza, Palestine
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 30% time to NRC operational areas
- Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions
