A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organisational Context
The Situation-Specific Investigation Assistant (SSIA) will work within the Unified Team (UT) investigating the Darfur situation, along with other members of the UT (investigators, analysts, lawyers, etc.), under the direction of the Head of the Unified Team (HUT) and the Team Leader (TL). The TL and the HUT will be the first and second supervisors of the SSIA. Above them the Darfur UT is supervised by one of the Deputy Prosecutors, under the delegated authority of the Prosecutor, and supported by Senior Coordinators for different operational needs.
Duties and Responsibilities
Under the supervision of the Team Leader (TL) and the Head of the Unified Team (HUT), the SSIA is expected to support the UT investigations as follows:
- Country-specific advice – Advise the UT on political, social, cultural and gender matters of the situation under investigation; identify potential investigative leads and opportunities in the relevant context;
- Networking – Assist in developing networks with local actors (civil society organisations, professionals, experts, etc.) to cooperate with and support the investigation;
- Witnesses – Assist in identifying potential witnesses, selecting, screening and interviewing them, and addressing their security and welfare needs in the context of the investigation;
- Other evidence – Assist in identifying, selecting and collecting other types of evidence, including documents and web-based open sources;
- Analysis – Assist in the collation, evaluation and analysis of information and evidence in accordance with OTP standard and procedures;
- Field missions – Assist in the planning and preparation, and participate and support field missions, in accordance to OTP security and operational standards ;
- Testimony – Testify before the ICC Chambers, if and when required; and
- Performs other relevant duties as required by the UT.
Essential Qualifications
Education:
- Diploma of secondary education is required;
- University degree in Law or other field relevant to the investigations is an asset;
- Training in investigative and analytical techniques is an asset;
Experience:
- A minimum of eight (8) years of relevant work experience is required. An advanced or a first-level university degree may be considered as a substitute for two years of working experience only to determine eligibility; and
- Work experience with criminal investigations, prosecutions or fact-finding with national, international or non-governmental organisations;
- Experience interacting with local actors and organisations in the situation under investigation;
Knowledge, skills and abilities:
- Good knowledge of the situation in Darfur and its political, social, cultural and gender context;
- Ability to handle complex and voluminous amounts of information and evidence;
- Ability to manage sensitive information and keep strict confidentiality;
- Excellent research, analytical, and problem-solving skills;
- Good interpersonal and communication skills and ability to develop and foster networks;
- Ability to join field missions and comply with operational and security requirements;
- Ability to work under stressful conditions and adapt to changing environment;
- Ability to work in a diverse environment and to maintain effective working relations with people of different background, origins and professions, displaying utmost respect for gender and cultural diversity; and
- Professional and personal integrity.
Knowledge of languages:
Fluency in either of the working languages of the Court, English or French, is essential. Fluency in both languages is considered a strong asset. Fluency in Arabic is required. Fluency in or knowledge of Fur, Masalit or Zaghawa is considered a strong asset.

General Information
