Basel Institute on Governance

The Basel Institute on Governance is an independent non-profit organisation working across sectors to counter corruption and related financial crimes and to improve the quality of governance. Registered as a Swiss foundation with headquarters in Basel, the Institute works globally and maintains field operations around the world. The Basel Institute is an Associated Institute of the University of Basel.

Job description

The Basel Institute is working with the Ukrainian State Agency for Reconstruction (“the Agency”) to fortify anti-bribery and corruption controls in reconstruction and recovery efforts driven by the Government of Ukraine amidst continuing Russian aggression.

To effectively convey the Agency’s anti-corruption reform efforts and improvements in practices to both internal and external audiences, and to enhance the change in integrity culture in its business and institutional environment, the Basel Institute will support the Agency’s communications team in the hands-on development and execution of the Anti-Corruption Communications Plan. This will involve management of all communication channels and strategies.

To deliver this assignment, the Basel Institute is seeking the services of a highly motivated Communications Advisor with strong knowledge and proven expertise of creation, structuring, management and roll-out of communication strategies, materials and campaigns that align with the anti-corruption goals.

Key responsibilities

Advisory work

  • Direct implementation: crafting, finalisation and deployment of the Anti-Corruption Communications Plan. This will involve tasks such as writing press releases, preparing communication materials, and coordinating public relations activities to ensure effective message dissemination.
  • Operational support: providing operational support in the execution of communication plans. This will include direct involvement in the scheduling, organising, and managing of communication activities, events and digital content distribution.
  • On-site engagement: serving as a contact for communications efforts, working on-site and coordinating closely with the Agency’s leadership and communications team.
  • Strategic advisory and execution: while offering strategic advice is part of the role, the emphasis will be on translating this advice into actionable, hands-on efforts that visibly support and promote an anti-corruption culture. This will include directly working on the development and implementation of communication strategies tailored to both the business and institutional environment.

Stakeholder engagement

  • Participate in coordination meetings, brainstorming sessions and workshops at the request of the Senior Corruption Prevention Specialist and/or Senior Advisor, Central and Eastern Europe.
  • Due to the multi-sectoral nature of the engagement, the Communications Advisor will engage with numerous stakeholders at the Basel Institute.

Qualifications and skills

  • At least five years’ professional experience developing and delivering communications strategies and materials.
  • Experience with anti-corruption/integrity and good governance preferred.
  • Strong track record of development and delivery of timely internal and external communications, including for crisis management.
  • Knowledge of government administration and the local media market in Ukraine.
  • Previous experience working with government agencies or SOEs will be an advantage.
  • Fluent and able to produce professional written communications materials in both Ukrainian and English.
  • Strong management and coordination skills.
  • Strong interpersonal skills and experience in working with a range of stakeholders.
