The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
The purpose of the HR officer position is to provide administrative and HR technical support in HR areas of functions. The HR officer will provide comprehensive HR operational support, focusing on personnel data management, recruitment coordination, and HR process administration. The position maintains accurate staff records, manages HR trackers, and coordinates essential HR functions including leave management, onboarding, and mandatory training. Key responsibilities include supporting digital HR solutions, managing community-based workers, and ensuring efficient HR operations while maintaining confidentiality and compliance with organizational procedures. S/he will liaise closely with logistics, Finance, and all other departments.
Duties and responsibilities:
Generic responsibilities:
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Implement delegated support function portfolio according to plan of action.
- Prepare and develop status reports as required by management
- Assist a range of support with the implementation of the HR portfolio according to the plan of action.
- independently Implements procedures and activities within HR as delegated.
- Responsible for organizing and delivery of tasks in line with priorities and standards.
- Develop and maintain knowledge of the specialist area of work in which technical assistance and support are being provided, in order to be most effective in supporting the team.
- Use initiative in day-to-day problem-solving in line with agreed procedures, priorities, and standards for the area of work.
- Comply with NRC’s HR policies and procedures.
- Support in any other issue relevant to the HR function.
Specific responsibilities:
- Lead and oversee the implementation of automated HR systems, specifically for leave management and work development processes.
- Provide technical guidance and support for HR digital solutions.
- Responsible for field staff full cycle recruitment from grade 1 to 4.
- Responsible for the community-based workers full cycle recruitment.
- Responsible for the monthly payments for the community-based workers along with collecting all supporting documents and sending them to finance.
- Prepare, share, and collect national staff timesheets and payslips on a monthly basis.
- Conduct exit interviews for grade 1 staff.
- Prepare non-renewal letters for terminated staff.
- Prepare and share contracts and renewals for national staff and community-based workers.
- Staff focal point in terms of leaves for Amman national staff and maintaining up-to-date leaves balance.
- Follow-up on mandatory training archiving and update related trackers.
- Follow-up and update staff’s trackers such as HR database, work-from-home tracker, acting tracker, secondment tracker, childcare tracker, maternity tracker, etc.
- Focal point for HR & CBWs database tracker with updating them on a monthly basis.
- Maintain and update the contact list and organogram for Amman and field staff.
- Prepare official HR letters such as experience letters, salary transfer letters, and addendum letters for national staff.
- Maintain computerized and manual personnel records in line with internal procedures, regulatory requirements, and confidentiality requirements.
- Responsible for filling personal files and conducting monthly spot checks.
- Coordinate the onboarding process for staff and community-based workers in Amman and the field.
- Ensure that HR archives are in use and maintained according to the NRC regulations (both hard and soft copies).
- Ensure confidentiality of HR-related information and handle it with sensitivity and care.
- Attending all meetings assigned by the line manager and preparing reports.
- Fulfill any other HR-related tasks that may be assigned by the line manager.
Generic professional competencies:
- 2 years of experience working in a humanitarian/recovery context or equivalent.
- Previous experience working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/ profile.
- Fluency in Arabic and English, both written and verbal.
Context/ Specific skills, knowledge, and experience:
1) Bachelor’s degree in business administration, social studies, or other related disciplines.
2) 2 years experience in HR similar role covering (recruitment, admin, payroll).
3) Advanced computer skills in Microsoft Office (MS Excel, Word, PPT, and Outlook).
4) Very good communication and interpersonal skills.
5) Proven experience in personnel and performance management is a must.
6) Detail orientation and the ability to properly track and systematically follow up on the completion of tasks.
7) Strong organizational and teamwork skills.
8) Highly approachable, trustworthy, and confidential.
9) Good diplomacy and negotiation skills.
10) Good cultural awareness and sensitivity.
