The Opportunity – Gaza Education Sub-Cluster Information Management Officer
Post location: Gaza Field Office – Deir al Balah – Subject to change depending on SC priorities
Contract Duration and Level of Effort: 6 months with possibility of extension
ROLE PURPOSE:
The ‘cluster approach’ was adopted by the Inter-agency Standing Committee (IASC) as a key strategy to address the gaps in humanitarian response. UNICEF and Save the Children (SC) were designated as Co-Leads of the Global Education Cluster. At country level, the aim of the cluster approach is to strengthen humanitarian response by demanding high standards of predictability, accountability and partnership in all sectors or areas of activity, by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.
Even prior to the current crisis, 17 years of blockade combined with recurrent conflict had damaged an already-fragile education infrastructure, increasing pressure on education facilities, disrupting education provision, and impacting the psychosocial wellbeing of children and teachers. This already extremely difficult situation has been made worse by the conflict since 7 October 2023. Since the start of hostilities, none of the 625,000 children and 1,800 Technical and Vocational Education and Training (TVET) trainees in Gaza have been able to go to school or technical and vocational training centres. The current war has severely harmed the ability of children in Gaza to exercise their right to learn, and their wellbeing and mental health have been greatly affected. There has been significant impact on the mental health and psychosocial wellbeing of children, teachers and caregivers. The educational infrastructure in Gaza has also been seriously degraded.
Within this context, this role will support Gaza’s education sub-cluster and its partner organisations to manage the collection, analysis and sharing of information in collaboration with the national cluster IMO.
SCOPE OF ROLE:
Reports to: Deputy Director Programme Development and Quality, Gaza, with technical support from SCI National Education Cluster Co-Lead

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.
KEY AREAS OF ACCOUNTABILITY:
Information Management to support Cluster Coordination Functions (based on Humanitarian Programme Cycle and cluster core functions supporting service delivery, contribute to strategic decision-making, develop cluster strategies, monitor and evaluate performance, advocacy, build national capacity in preparedness and response).
Support service delivery, and monitor and evaluate performance:
- Lead the process to collect inputs from EiE partners for the 5Ws (who, what, when, where, and for whom), mapping of service delivery, and other inputs, as required.
- Train partners, in particular National NGOs and CBOs, to enhance their information management and reporting capacity, collecting their inputs, consolidating and cleaning data.
- Analyse and present cluster data in clear and concise dashboards to support coordination groups to identify duplications and gaps in service delivery.
- Develop and support use of joint data collection tools for post-distribution monitoring, survey and focus group discussion templates regarding service delivery, and other monitoring tools.
- Engage in the regular coordination meetings at Gaza level, and feed into meetings at national level, as to keep abreast of the changing situations on the ground and build relations with partners.
Inform strategic decision making, and plan and implement an EiE Sector strategy:
- Working with the Gaza Sub-Cluster and the National Cluster, develop and implement a strategy to keep abreast of Education Cluster needs.
- Maintain an up-to-date secondary data tracker by collecting and analysing reports, articles, and other education-related data.
- Coordinate primary data collections/ needs assessments to inform sector response planning.
- Lead the revision and use of the contextualized Joint Education Needs Assessment (JENA).
- Provide trainings to partners on using the JENA and other tools as needed.
- Provide technical inputs for multi-sectoral needs assessments and support analysis of the results for EiE related data.
- Support the identification of people in need, education targets, and funding requirements for the EiE Cluster in the Humanitarian Programme Cycle (Humanitarian Needs Overview and Humanitarian Response Plan).
Build national capacity in preparedness and contingency planning:
Develop and implement tools to assess partners´ preparedness and response capacity.
Support robust advocacy:
- Support the Cluster advocacy efforts by contributing to the creation of visuals, graphs, dashboards and reports that highlight Education in Emergencies needs of children, including the most marginalized and hard-to-reach.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
QUALIFICATIONS
- University degree in statistics, economics, education, computer science, or other relevant social science or evidence of education data management and analysis experience.
EXPERIENCE AND SKILLS
Essential
- At least three (3) years of experience in data collection and conducting data analysis, either as part of designing and implementing monitoring, evaluation and learning (MEL) or data management systems.
- Strong preference for previous experience in education and/or humanitarian programs.
- Computer literacy and competency in use of Microsoft Office software, including some advanced skill with Microsoft Excel.
- Experience with PowerBi or other data visualization tools preferred.
- Experience applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards).
Language:
- A high level of written and spoken Arabic and English.
Skills:
- Good interpersonal and communication skills and demonstrable ability to work across different stakeholders taking part in the Education Cluster.
- Good organizational and planning skills, including ability to manage a number of urgent priorities which arise in humanitarian coordination.
- Ability to independently and proactively work as a team member with minimum day-to-day oversight.
