This position is located in the Office of Energy. You will manage a group of specialists who coordinate multiple projects. Subordinate staff members provide critical support to the mission of the office and work with the supervisor to accomplish performance targets and to provide ongoing support to the international community involved in financing businesses and industry in foreign countries.

Major Duties:

As a Supervisory Project Finance Specialist (Managing Director), you will:

  • Provide technical and administrative supervision over staff members performing the full range of work related to international project financing, to include: business development, underwriting of proposals, due diligence, credit and management approval, loan negotiations and execution, and disbursement of funds.
  • Direct staff members on all technical aspects of projects and ensures that project or deal analysis is sound and complete before referral to higher management.
  • Manage the preparation of necessary documents such as loan papers and Congressional Notifications required through the DFC approval process. Ensure that pertinent issues are highlighted and are brought to the attention of the appropriate personnel in other DFC departments, in particular the Legal Affairs and ODP Departments.
  • Work closely with clients in the development and execution of DFC terms and commitments. Manage the negotiation of loan, project, and security agreements as well as the disbursement of funds. Coordinate closely with Legal Affairs to ensure that all appropriate terms and clearances are obtained prior to execution or disbursement.
  • Share in the task of addressing the marketing and outreach needs of DFC by conducting business development which leads to viable project proposals.

  • Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service

  • Must be able to obtain and maintain a secret security clearance
  • This position will require foreign travel to developing countries

Qualifications:

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:

  1. Experience independently performing the full range of work related to project financing, to include: underwriting, due diligence, approval process, negotiation of loan documentation, and disbursement at a commercial bank, investment bank, international financial institution, or multilateral organization;
  2. Experience independently determining whether projects are feasible, creditworthy and appropriate for support based on applicable policies, procedures, goals and objectives at a commercial bank, investment bank, international financial institution, or multilateral organization; and
  3. Experience in multiple sectors (e.g., infrastructure, energy, financial services, telecom, etc.) at a commercial bank, investment bank, international financial institution, or multilateral organization.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability: The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
