Context:

IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants, and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration. As of August 2024, there are approximately 1 million Ukrainian refugees in Poland, and the majority indicate their intention to remain in Poland in the months ahead. Many Polish households have hosted Ukrainian refugee families – largely women and children, but also elderly persons. Registered refugees have access to essential services and the labour market in Poland. However, there are significant strains on the housing, healthcare, and education systems in the country which are expected to increase further. National, regional, and local authorities are working to identify and address these challenges, alongside the United Nations and a wide range of civil society organizations.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator, the Programme Coordinator will substantively support the Senior Programme Coordinator on the design, management and implementation of IOM Poland’s Ukraine crisis response activities. The Programme Coordinator will work closely with IOM Poland technical units and with IOM Poland sub-offices to enhance coordination and integrated programming approaches.

Core Functions / Responsibilities:

  1. Support the Senior Programme Coordinator with overall management of IOM Poland Ukraine crisis response activities and other programming areas, including backstop support as required.
  2. Establish and maintain liaison regularly with Project Managers, IOM Poland sub-offices, and Resource Management Unit, and oversee operations and progress in implementation, providing technical advice and support to Project Managers, technical units, and sub-offices.
  3. Coordinate with technical units of the mission to promote synergies within the Ukraine crisis response portfolio, other programming areas, and provide advice and support for the management of non-governmental organizations (NGO) partners.
  4. Oversee the Data and Research Unit (DRU) and work with monitoring, evaluation, accountability, and learning (MEAL) unit to ensure quality of data collection, research initiatives, and evidence-based programming.
  5. Consolidate and analyse data and advise on implementation progress and financial monitoring exercises in collaboration with Programme Support Unit (PSU) and Resource Management Unit (RMU).
  6. Lead efforts in disability inclusion, gender and diversity mainstreaming across the mission, ensuring these priorities are integrated into all aspects of programming and operations, particularly health.
  7. In coordination with the Senior Programme Coordinator and CoM, represent IOM at relevant coordination fora, and other meetings, visits, etc.
  8. Develop and/or advise on the development of new project proposals and review donor reports to ensure the preparation of high quality and timely submissions.
  9. Liaise with IOM Regional Office (RO) and Headquarters (HQ) as needed to respond to requests for information and programmatic and contextual updates.
  10. Provide guidance, training and arrange capacity building opportunities to programme staff.
  11. Keep abreast of developments in Poland relevant to Ukraine crisis context, as well as wider programming priorities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
  • Experience managing, developing and coordinating projects/programmes;
  • Experience in emergency operations, including support to displaced populations and refugees preferably in the context of the Ukraine Response;
  • Proven technical experience in humanitarian sectors, particularly Data and Research, Protection, MHPSS, Health, and other relevant sectors;
  • Experience with mainstreaming gender, diversity and disability inclusion across diverse program units.

Skills

  • Excellent Project Management, Project Development, Monitoring and Evaluation Skills.
  • Ability to deliver on set objectives with limited supervision.
  • Technical familiarity with a range of humanitarian sectors.
  • Demonstrated organizational skills and effective coordination with internal and external stakeholders.
  • Proven English writing skills and information management skills.
  • Demonstrated ability to establish effective and working relations with local staff and other stakeholders.
  • Familiarity with IOM and familiarity with the Ukraine crisis response is an added advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
