ABOUT OUR MISSION

SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012. The mission employs nearly 300 national Southern Türkiye and Northern Syria experienced a 7.8 magnitude earthquake at 01:17 UTC on 6th February 2023. Multiple buildings and infrastructures have been destroyed across the region. Other waves followed the initial earthquake (for the full tracking, see here), including a 7.5 magnitude earthquake at 10:24 UTC. As of February 7th, at least 5,000 have dies, including more that 1,600 in North-West Syria.

SI started to identify funds in order to quickly respond to this crisis, and is now implementing the first step of the response which is expected to last 3 months. In parallel, SI has designed a longer term strategy, that includes recovery activities, amongst them are rehabilitation activities.

ABOUT THE JOB

General objective:

The position is opened to response to new needs following the earthquake that impacted North-West Syria on February 6th.

Manage directly the teams in charge of the projects in NWS (team being recruited)
With the Technical Support of the WASH & Infrastructure Rehabilitation Coordinator (WIRC) and the Shelter & Rehabilitation Coordinator, design, support, monitor and supervise the activities in targeted locations. This includes the realisation of proactive technical assessments, monitoring of the implementation through organization of remote monitoring, validation of work and handover at the end of the project. Activities could cover different field of expertise: Wash, electricity, sewage, LLH.
With the Technical Support of the WIRC, work closely with the support teams to ensure that all processes are done according to SI standard (including work safety standard) and donor’s regulations. This includes: Logistic and supply, Finance

Logistics and supply: preparation of procurement documents (BoQ, General and Specific Technical Specifications documents), active participation to the supplier selection (quotation process, opening and evaluation process) and contracts redaction/review.
Finance: the PM will be responsible of the budget follow, financial statement, budget preparation for new projects, under the supervision of the coordinator and in relationship with Finance Manager.

In Coordination with the Deputy Field Coordinator and the WIRC, manage the institutional support component of the infrastructures’ rehabilitation activities through capacity building of the technical departments’ (local authorities), donation of material (including heavy equipment like excavators, back loader, trucks, spare parts, adapted tools, etc. in a spirit of transparency) to allow proper Operation and Maintenance by the original operators and improvement of technical departments’ structures (refurbishment of Dept facilities).
Contribute to develop Infrastructure & Rehabilitation Strategy in your respective location and collaborate with other program departments to enhance the integrated strategy. This includes engaging with (local) partners in order to develop joint-strategy
Active participation in the WASH and Shelter clusters on activities related to water infrastructures, and in any relevant Clusters to ensure the integration with other components (Livelihood for Electricity…)

Priorities for the 2/3 first months

The intervention done by SI in NWS used to be a response to IDP needs, with strong in-camps presence providing basic WASH package and basic shelter supports. Earthquake Response changes the scope of the response. Indeed, on top of the emergency response provided by SI to support households and communities impacted by the earthquake, the following activities are now expected to be implemented:
Basic rehabilitation WASH infrastructures to allow the most impacted to restart to provide water somehow to the population (directly or through water trucking resources) / supporting the O&M existing structure and reinforce the one that need support (Capacity building / equipment – tools support)
Support re-electrification with quick fix (transformer / oil for transformer / cable / isolator / O&M tools / equipment to implement the work / ….)
However, as this strategy is starting, the program specialist will first need to focus on:
Team recruitment (hydraulic / electro mechanic / electrician (low – medium – high voltage) / Civil Work (AutoCAD designer – material resistance / ….)
Launching rehabilitation assessment
Quick fix on damaged or destroyed WASH infrastructures / support existing O&M structure with small equipment / tools / PPE / … depending on their need and what was lost
Designing a strategy and support fundraising (already strongly engaged)

YOUR PROFILE

Specific skills and experience:

Engineer (2 to 5 years of experiences) or Technician with 5 to 10 years of experiences in following area of work: hydraulic / pumping / electricity / civil work
Experienced in design of infrastructures (water, sewage, irrigation, electricity)
Experienced in work monitoring (water station / sewage station / electricity / civil work) or good skills
Knowledge and palatability in supply – quotation process (Tender, procurement, and related process)
Experienced in team management
Able to manage important workload with tight deadlines
Curious and strong-minded

Language:

Fluent English mandatory
Arabic is an asset

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2420 euros gross per month (2200 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 785 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation:During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by Solidarités International). To these break periods, one additional rest day per month worked is granted.

Social and medical cover:Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Individual, comfortable room in the guesthouse, with electricity 24/7.
Internet and Phone network available
Restaurants and international food are available

Living conditions in Amman are very good with access to a wide range of restaurants, cafes. Most products (food, clothing…) are easily accessible in Amman.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
