Project Objective:

The purpose of the Monitoring, Evaluation, and Learning (MEL) Platform (period of performance: November 2022 – November 2027) is to provide technical and advisory services to design and carry out various monitoring, evaluation, and learning activities for USAID/Mali. The contract has three major components: 1) USAID/Mali monitoring support through a Third-Party Monitoring (TPM) mechanism; 2) Evaluation Services and Surveys; and 3) Collaborating, Learning and Adaptive Management, and Communication Services.

The MEL Platform assists USAID/Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The Mopti Stabilization Program also known as the “Local Natural Resources Governance for Community Stabilization in Central Mali” and locally called “Kedo Diren” activity was designed to strengthen the capacity of communities to develop and implement participatory and inclusive mechanisms for the governance of natural resources to ensure their equitable access and use by the different categories of users, and thus contribute to reducing conflicts, promoting social cohesion, and ensuring stability in the Mopti region. The purpose of this ex-post evaluation is to obtain deeper insight on Kedo Diren’s achievements, the effectiveness and limitations of its interventions, and implications for scaling up. The main audiences of the evaluation are USAID, the implementing partner, and the municipalities.

The Mission will use lessons learned from the implementation of Kedo Diren to inform the design of USAID’s similar funding activity in the area. USAID will also use the results of this ex-post evaluation to smoothly extend the promotion of local convention, Bourgou production, and women and youth engagement in small ruminants and feed value chains for income growth. to more districts and communes.

Position Description:

SI is seeking a Team Leader (TL) to lead the Kedo Diren Activity Ex-post Evaluation. The TL is ultimately responsible for the overall management of the Evaluation team and final products, in conformity with the Scope of Work. The TL will be responsible for planning the evaluation, coordinating its implementation, assigning responsibilities and tasks, and authoring the final evaluation report.

The estimated period of performance for the position is December 2024 through July 2025. The anticipated level of effort is approximately 60 days.

Responsibilities:

  • Plan the evaluation, coordinate implementation, assign responsibilities and tasks, and coordinate writing the final Evaluation report.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.
  • Oversee and participate in desk review and identify additional information required for analysis.
  • Coordinate, collaborate with and oversee the locally hired evaluation team members to conduct data collection; and collect data at the national level stakeholders.
  • Coordinate local data collection firm’s work supporting data collection including in hard-to-reach areas, including reviewing the data collection firm’s processes for cleaning qualitative data.
  • Oversee and lead the coding, treatment and the analysis of the data collected.
  • Prepare all PowerPoint presentations and lead presentations of these deliverables.
  • Lead all deliverable development: work plan, evaluation design (including methodology, and instruments), In-brief and Out-brief, draft Evaluation Report, and final Ex post Evaluation Report.

Qualifications:

  • Master’s degree in social science (population and demography, geography, anthropology, or related domains).
  • Experienced evaluation expert, with a documented track record of 10 years of experience in evaluation.
  • Demonstrated experience in evaluating conflict-resolution and/or management of natural resource activities.
  • Experience working on similar USAID or other donor-funded evaluations.
  • Familiarity with USAID evaluation related regulations and policies, preferred.
  • Excellent analytical skills and demonstrated expertise in planning, facilitating, and consensus building.
  • Excellent interpersonal skills, including experience successfully interacting with USAID or other donors, implementing partners, host government officials, civil society partners, and other stakeholders.
  • Excellent team leadership and management skills.
  • Excellent organizational skills and ability to keep to a timeline.
  • Possess excellent writing skills.
  • Professional level English and French required.
