Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

Do you have experience with independent management of Arms Management Destruction and Physical Security Stockpile Management (PSSM) operations? Are you motivated by the opportunity to make a significant impact on ammunition safety and management in Peru, contributing to national and regional security?

Location: Lima, Peru, with substantial time spent in the field

Requirements

  • Relevant higher education or equivalent military qualifications.
  • As a minimum Ammunition Technician qualified with five years of experience
  • Detailed knowledge of ammunition surveillance testing.
  • Ability to develop and implement a system of explosive limit licensing.
  • Proven experience working in a humanitarian context.
  • Experience planning and conducting training courses.
  • Experience identifying unserviceable conditions in ammunitions.
  • Proven ability to develop and manage a diverse team.
  • Experience in report writing.
  • Proficiency in written and spoken English language.
  • Good knowledge of IMAS, SOPs and IATGs is an advantage.
  • IMAD Level 3+ (IEDD) is an advantage.
  • Proven experience in drafting technical notes, SOPs, and training packages is an advantage.
  • GIS skills are an advantage.
  • Ammunition Technical Officer (ATO) or equivalent qualifications an advantage.
  • Experience and knowledge from work in Latin America and Peru in particular is an advantage.
  • Proficiency in Spanish is an advantage.

You have good communication and interpersonal skills as well as strong decision-making skills. You also possess excellent analytical skills with the ability to plan and coordinate activities and projects.

Responsibilities

  • Prepare and implement operational plans for Ammunition Management and Destruction project with the MOD and other security providers in Peru.
  • Review and continue to develop NPA and national Standard Operations Procedures (SOPs) for Ammunition Management and Stockpile Destruction, to ensure high quality and compliance with IMAS, IATGs, NMAS and NPA global standards.
  • Conduct quality control of operations and trainings.
  • Producing work plans and assessments and training and demolitions/destruction planning.
  • Fully responsible for the day-to-day operations in the field.
  • In close coordination with the MOD, conduct and manage the NPA AMD operations.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
