PSI Burundi combines market development and behavioral strategies to help Burundians make their own healthcare choices, particularly in the areas of sexual and reproductive health, malaria, and HIV. Working alongside the public and private sectors, the Burundi government and market players, PSI Burundi is paving the way for quality, affordable, consumer-centric care.
PSI is seeking an experienced Technical Director for a five-year USAID activity in reproductive, maternal, newborn and child health, immunization and malaria (RMNCI+M) in Burundi, estimated at $45 million.

The objective of the activity is to support comprehensive maternal, neonatal and child health, immunization and malaria control services at health facility and community levels. It aims to strengthen the health system at national and district levels to improve the delivery of high-quality services across the continuum of care; promote healthy behaviors among youth, men, and women; and strengthen the health system to support integrated care delivery.

The role will oversee the overall implementation of the project, ensuring that project deliverables are ready on time and within budget. The candidate will ensure that the project is carried out in coordination and collaboration with the PSI Burundi management team, government officials and other national stakeholders. S/he will support the alignment of the project with PSI’s global strategic priorities, platform priorities, as well as national and regional priorities, strategies, policies and interventions. S/he will ensure that the project operations with a minimum of financial, contractual, and reputational risks.

Salary Range:
$83,000 (MINIMUM) – $104,000 (MID-POINT) – $125,000 (MAXIMUM)
The annual base salary range reflected above is in USD.* We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical in order to allow for potential future salary growth. *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Responsibilities

Your contributions

  • Develop departmental/functional strategic priorities in collaboration with Network Member or Global Project senior management team. Develop and oversee workplans and budgets to execute strategic priorities. Monitor deliverables and progress, course correcting when necessary. Drive the utilization of evidence-based tools, innovations and best-practices to improve the department/function’s performance. 20% of Time
  • Develop and manage strategic partnerships with external stakeholders and partners. Ensure effective collaboration between stakeholders and partners. Represent the network member at internal and external meetings, conferences, and donor meetings. Pursue and develop responses to new business opportunities. 20% of Time
  • Support capacity building of Network Member or Global Project staff and partners engaged in activities related to area of expertise. 20% of Time
  • Assist the CR or Global Project Director with other tasks and projects as necessary. Serve as member of the Network Member or Global Project leadership team collaborating closely with other senior staff to improve overall programmatic and operational performance. 20% of Time
  • Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support. 20% of Time

Qualifications

What are we looking for?

  • Master’s degree (or international equivalent) in a related field
  • At least 10 years of senior-level technical experience in managing RMNCH, family planning,
    malaria, nutrition, immunization, and/or social behavior change programs of similar scope and
    size in low- and middle-income countries
  • At least 3 years of supervisory experience.
  • Demonstrated experience applying technical and management expertise to address persistent
    issues related to access to health services, quality of care, local capacity strengthening, gender,
    measurement, and social behavior change approaches;
  • Demonstrated experience in interacting with high-level officials among government and
    non-government stakeholders; and
  • Demonstrated strong writing and oral presentation skills in English, and strong conversational
    abilities in French.
  • Excellent leadership, employee development and management skills. Knowing when to coach, when to advise and when to provide specific direction.
  • Excellent customer service, relationship building/management and consensus building skills.
  • Excellent analytical and problem solving skills. Able to proactively identify opportunities, diagnose problems and develop client-centered and evidence-based solutions.
  • Excellent written and verbal communication skills. French and/or Spanish language skills preferred.
  • Proficient in MS Office Suite (Word, Excel, PowerPoint).
