Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Digital Compliance and Assurance Unit (DCAU) within the Service and Information Security Management Section (SISMS) of the Service for Geospatial, Information Technology and Telecommunication (SGITT) at the UNGSC, Brindisi. Italy. The incumbent will report to the Chief SISMS.

Responsibilities

Within the limits of delegated authority, the Telecommunications Officer will be responsible for the following duties: • Manages the Digital Compliance and Assurance Unit and ensures that substantive work programmes and programmed activities are carried out in a timely fashion. • Develops strategies and oversees the design and implementation of major information security service delivery initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects; leads activities related to ISO 27001 certification. • Leads and directs the digital compliance and assurance team; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs. • Identifies the need for new systems and services (or modifications to existing systems and services) or responds to requests from customers; develops plans for feasibility assessment, designs, development and implementation, including project plans, schedules, time and cost estimates. • Develops the Units’ budgets and ensures proper expenditure according to UN Financial Rules. • Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates services required to enable the management and operation of interdependent information technology and telecommunications systems. • Manages information systems assets with respect to deployment, usage and redeployment. • Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison; ensures effective coordination with other UN Agencies in order to maximise possibilities of interagency collaboration in the field of information systems. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in telecommunications engineering, information systems or related field is required. A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

CISSP (Certified Information Systems Security Professional) certification is desirable. ITL Specialist Certification (any of the 3 Certifications: Create, Deliver & Support, Drive Stakeholder Value or High Velocity IT) or ITIL Managing Professional (MP) is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in telecommunications, information systems, or related area is required. Experience in managing information security systems is required. Experience in managing and coordinating ISO 27001 ISMS certification and audit is desirable. Experience providing IT services in a field operation of the United Nations Common System or in a comparable international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for six (06) months with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of one year or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended. The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
