The Senior Programme Support Manager reports to the Senior Deputy Director of UNRWA Affairs (Programmes).

Responsibilities

Under the direct supervision of the Senior Deputy Director of UNRWA Affairs (Programmes), the incumbent will be responsible for the following tasks related to the 2024 humanitarian crisis in Gaza, in collaboration with other UNRWA HQ Departments as applicable: – Manages the provision of programme support to field programmes, ensuring optimal use of resources and streamlined processes, taking into account refugee needs; provides substantive input on the management of the field education, health, relief and social services, infrastructure and camp improvement progammes; in collaboration with HQ departments, provides authoritative, technical and strategic policy advice to senior management. – Guides and provides oversight as well as programme results, in accordance with the Agency’s Common Monitoring Matrix, Annual Operational Plans and humanitarian response / flash appeal planning and funding instruments; provides guidance and support to senior programme staff in Gaza in their areas and in the continuous improvement of programmes and services to Palestine Refugees. – Leads reform initiatives with a focus on innovation, effectiveness, efficiency, change management and environmental sustainability; provides guidance and support to senior programme and/or administrative staff in his/her own area; mentors and evaluates for training purposes, as necessary. – Supports the Senior Deputy Directors (Programmes and Emergency) in Emergency / Flash Appeal, Early Recovery and Reconstruction planning and liaison with partners and stakeholders and UNRWA HQ departments; oversees field programme specific work plans and facilitates review programme and projects budgets and associated revision and reporting. – Provides line management of the work of Field Programme and Projects Support Office, including monitoring systems and results reporting; ensures integration of cross-cutting issues into the field operations framework, humanitarian response frameworks and plans. – Acts as Officer in Charge (OiC) for the Senior Deputy Deputy Director of UNRWA Affairs (Programmes) during his/her absence, with full responsibility for the management of the Field’s operations; undertakes relieving assignments, as required. – Performs other duties as may be required by the supervisor.

Education

Advanced university degree (Master’s or Equivalent) from an accredited educational institution in political science, social science, economics, international relations, public or business administration, including one of the Agency’s programmes academic fields supplemented by studies in management or international relations studies or a related discipline is required.

Work Experience

At least ten years of experience in programme management is required. Including at least six years managing large-scale, multi-sector teams, programmes or operations, including emergency planning and humanitarian response at international, large governmental or non-governmental organisation is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience should be outside UNRWA, and outside the country(s) of citizenship is required.

Languages

Excellent command of written and spoken English.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contact & duration: Temporary Appointment until 31 December 2024, appointment subject to funds availability, with the possibility of further extension based on funds, need, and performance. The incumbent will be required to travel regularly within the Field, where assigned, and throughout the Agency’s area of operations.
