Le Bénin recrute trois (03) consultants pour renforcer la performance du système de vaccination à travers un appui technique aux acteurs des Directeurs départementales de la santé (DDS), zones sanitaires (ZS) dans la gestion logistique et la gestion des vaccins dans le cadre de la mise en œuvre du grand rattrapage au Bénin.

CONTEXTE
Au Bénin, le Programme Elargi de Vaccination (PEV) a été initié en 1982 avec un calendrier vaccinal qui comportait 5 antigènes. Ce portefeuille de vaccins a connu une croissance considérable et est passé de 5 antigènes en 1982 à 15 antigènes en 2024, et qui devrait atteindre 18 antigènes au cours des cinq prochaines années. Au cours de la dernière décennie, le PEV a donc considérablement élargi son portefeuille, passant de la première année de vie à une approche fondée sur le parcours de vie.
Suite à une analyse situationnelle menée en 2023 par le pays visant à identifier et préciser le statut des enfants zéro-dose afin de prioriser les interventions en vue de leur réduction, le nombre d’enfants zéro-dose a été estimé à 91 111 repartis dans tous les départements du pays, avec une variation de densité selon les départements dont plus de la moitié des enfants zéro-dose se concentre dans cinq départements : Borgou, Alibori, Atacora, Plateau et Atlantique.
Il faut signaler qu’au cours de cette même année 2023, le pays a réalisé un inventaire des équipements de Chaine du froid et également une évaluation de la Gestion Efficace des Vaccins (GEV) dont les résultats ont montré une amélioration substantielle des indicateurs de gestion logistique avec un score GEV de 80% contre 66% en 2017.
La pandémie de la COVID-19 a encore exacerbé la non-atteinte de tous les enfants éligibles par les services de vaccination. Au total, on estime à 382 725 le nombre d’enfants zéro-dose et à 588 068 le nombre d’enfants sous vaccinés entre 12 et 59 mois accumulés dans le pays durant la période 2020-2023.
En vue d’atteindre ces enfants, le pays a adopté avec l’appui financier de GAVI, la mise en œuvre du Grand Rattrapage (le Big Catch Up ou BCU). Les approches et stratégies majeures de mise en œuvre de ce grand rattrapage sont la vaccination de routine, les intensifications périodiques de la vaccination systématique (IPVS), l’intégration du rattrapage dans les AVS ou activités de campagne planifiées, la réduction des occasions manquées de vaccination.
En effet, une planification logistique appropriée et une gestion rigoureuse des vaccins et équipements de chaîne du froid sont essentielles pour des campagnes de rattrapage vaccinal de qualité dans les stratégies de lutte contre les maladies évitables par la vaccination.
Les consultant.e.s doivent fournir une assistance technique et leurs expertises en matière de gestion des vaccins et de la chaîne de froid aux acteurs des départements et de terrain, à l’Agence Nationale des Soins de Santé Primaires (ANSSP), au Bureau pays et régional de l’UNICEF dans le cadre des activités du BCU et de la vaccination de routine pour une durée de onze (11) mois.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
