  1. Context

A major player in the social and solidarity economy, the French Red Cross (FRC) runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

  1. French Red Cross’ international role:

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management. The French Red Cross implements all its missions in a sustainable humanitarian action plan. This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Newly relaunched, the South Pacific Ocean Regional Intervention Platform (PIROPS) is the representative delegation of the French Red Cross (FRC) for the South Pacific region as well as its operational tool for humanitarian action and regional cooperation. PIROPS helps the populations of the South Pacific in all major disasters and works to develop actions to strengthen the resilience capacities of the populations in the French territories as well as in the countries and territories of the area.

The South Pacific is a region overexposed to multiple risks (e.g. cyclones, floods, volcanic eruptions, earthquakes and tsunamis) and the islands located there are particularly vulnerable due to their size and geographic fragmentation. Four of the ten countries identified as the most at risk in the world (Vanuatu, the Solomon Islands, the Tonga Islands and Papua New Guinea) are present in this region.

FRC/PIROPS is launching the 3 Oceans project in the South Pacific, financed by AFD, which aims to reduce the impact of natural disasters, health crises and the effects of climate change on the populations of the three ocean basins (Indian Ocean, Caribbean and South Pacific) through risk prevention, disaster preparedness, reconstruction and development.

Under the authority of the Regional Head of PIROPS, based in New Caledonia, the project manager is responsible for:

The implementation of the 3 Ocean project activities in Vanuatu

  • Ensure that all expected activities and results of the project, whether implemented by FRC or Vanuatu Red Cross (VRCS) and partners are implemented in a timely manner according to the established timeline and within the budget allocated;
  • Develop and update the project work plans and budget of activities;
  • Follow the project’s progress by regular visits and propose solutions or improvements to ensure the quality of it;
  • Liaise with the PIROPS Disaster Risk Management (DRM) Coordinator to ensure the coherence of the activities with VRCS program and avoid overlapping;
  • Ensure frequent meetings VRCS team;
  • With the technical support of DRM Coordinator, develop or revise tools, methodologies used in the project;
  • Participate to vulnerability and capacity assessments, elaboration or revision of action and response plans;
  • PMER, Data collection, analysis and reporting

The coordination and bilateral relation with VRCS, other partners and stakeholders

  • Maintain an effective operational partnership with VRCS, the Vanuatu National Disaster Management Office, other government departments and national stakeholders with regard to the 3 Oceans Program activities;
  • Play a key role in representing the FRC and the 3 Ocean project on issues related to Disaster Risk Reduction with other stakeholders (NDMO, University, NGO, etc.);
  • Ensure a media coverage of the activities of the project in consultation with DRM Coordinator and in coordination with VRCS;
  • Maintain regular contact with main stakeholders (such as local authority, community leaders etc), for advocacy purposes in coordination with VRCS

Ensure respect of the logistic and finance procedures

  • Follow up the budget and ensure that the expenses are made according to FRC and donor procedures;
  • Ensure the good use of materials and tools, and keep accurate records of equipment in use; Identify and collect logistics needs for the program
  • Prepare the requisition for quotation, purchase, stocks… and submit to FRC DRM, Finance and Logistics Coordinators for validation before performing;
  • Respect security rules

Qualifications and knowledge

  • Have sound understanding and experience Disaster Risk Management
  • Knowledge of the Vanuatu context
  • Knowledge and commitment to the fundamental principles of the Red Cross (desirable)

Experience

  • Experience working for a humanitarian organization
  • Experience in program coordination in the field of community based natural disaster risk reduction.
  • Proven experience and competencies in at least two (2) of the following sectors:

– Preparedness

– Disaster risk reduction activities

– Community based program

– Capacity building/training

– Monitoring and evaluation of project

  • Experience in team management
  • Experience in working with Red Cross (desirable)
  • Excellent computer skills (Word, Excel, Internet, Power-point, Outlook)

  • Able to work under stress and at odd timing

  • Must be prepared to travel and stay in rural area
