COOPI is looking for a Consortium Coordinator in Venezuela
Since 2019, COOPI has established a presence in Venezuela to assist the local population after the worsening of the country’s socioeconomic crisis. As of July 2020, a regional crisis response program begins that is implemented in consortium with Venezuelan organizations for the protection of vulnerable groups. In these years COOPI has expanded its interventions and is currently executing projects with different donors in Caracas, Lara, Carabobo, Anzoátegui, Sucre and Delta Amacuro in protection (GBV, Child Protection, Human Trafficking), sexual reproductive health, WASH (water , sanitation and hygiene) and school feeding . COOPI is currently implementing projects funded by COOPI Suisse, ECHO, the EU, UN agencies.
Job Description
COOPI is looking for a Consortium Coordinator, based in the Caracas office, which will be coordinated by COOPI and implemented in consortium with CESVI, ACTED, Première Urgence Internationale, Solidarités International and local organizations. The purpose of the intervention is the multi-sector, comprehensive and coordinated response to the most urgent needs of the most vulnerable population affected by the complex crisis in Venezuela through the provision of services and assistance in the Protection (GBV, VoT), Health sectors. , WASH and Food Security.
The Consortium organizations will concentrate their actions in seven (7) states of Venezuela: Capital District, Miranda, Zulia, Falcón, Bolivar, Sucre and Delta Amacuro. The Consortium Coordination is responsible for guaranteeing its management at a strategic, operational and financial level in line with the donor’s principles and in accordance with the guidelines defined by COOPI and the Co-partners. Supervision will be carried out directly by the COOPI Country Coordinator.
Areas of responsibility
- Ensure compliance with the principles and policies of the main donor, COOPI, as well as the guidelines and tools generated within the framework of the Consortium itself;
- Develop and supervise the Consortium’s internal and external coordination strategy ;
- Coordinate with the competent local authorities, the communities involved and other humanitarian actors intervening in the area, and manage the alliances that will be generated;
- Represent COOPI and the Consortium with the communities, with local authorities and with donors , in coordination meetings, visits and events, according to the context and needs of the intervention;
- Manage COOPI personnel assigned to the Consortium and ensure the development of their capabilities;
- Ensure internal and external communication to the country about the project activities, as well as the basic visibility of the donor and the organizations that implement the intervention.
Coordination
- Ensure the adequate coordination and implementation of activities between the Consortium organizations and the fulfillment of their objectives , according to the technical, qualitative and time standards provided;
- Guarantee the operation of the project implemented in accordance with the practices and policies of the organization and the Consortium , ensuring that all participating actors are informed and assume the role that corresponds to them;
- Guarantee continuous and effective communication between the Consortium Committees and their internal coordination mechanisms;
- Carry out direct coordination with the donor ;
- Coordinate possible actions with other donor partners in the different territories and with relevant actors with presence in the intervention areas, guaranteeing the articulation and complementarity of the Consortium’s actions;
- Supervision of logistics and administration teams.
Project cycle management
- Ensure adequate planning of project actions in all its components;
- Schedule periodic meetings to review project progress with the members of the Consortium to ensure compliance with the expected results and objectives;
- Accompany and supervise the Consortium’s technical team, ensuring the correct implementation process of each component and ensuring a proactive and constant communication flow;
Monitoring, tracking and accountability
- In conjunction with the MEAL manager of COOPI and the MEAL team of the Consortium, design and implement the monitoring, accountability and strategies tools that allow unifying the intervention guidelines and following up on the project;
- Coordinate with the responsible MEAL the monitoring of COOPI activities and the systematization of the actions;
- Contribute to the adaptation and implementation of monitoring and accountability tools, facilitating their application in respect of the internal procedures of the organization and of the consortium itself;
- Contribute to the production and dissemination of technical and informative, communication and accountability materials;
- Supervise the filing of documentation related to the execution of interventions, including the means of verification generated;
- Review and consolidate the periodic reports of the Consortium and ensure their timely sending to the country coordination, regional coordination, headquarters and the donor;

Complementary activities
- Participate and collaborate in the selection, induction and coordination processes of the project team;
- Coordinate with the team participation in sector cluster meetings and work tables;
- Contribute to the organization’s fundraising activities, participating in the identification of opportunities and in the preparation of complementary proposals to the intervention to be carried out;
- Execute those tasks inherent to the position and that are requested by the country coordination, according to the context and needs of the intervention.
Desired profile
ESSENTIALS
- Professional studies (minimum bachelor’s degree, postgraduate or master’s degree desirable) in Cooperation, Political and Social Sciences, Education, Rights, Humanitarian Action, Project Management and/or similar;
- Experience in project management (minimum 5 years) in the field of development and/or humanitarian action ;
- Experience in leading consortia with international and local partners;
- Experience in design, implementation and monitoring of activities, with special emphasis on the Protection sectors (GBV, VoT), Water, Sanitation and Hygiene, Sexual and Reproductive Health, Food Safety;
- Sensitivity towards gender and diversity;
- Have experience and ability to live and work in diverse cultural contexts showing culturally appropriate attitudes;
- Spanish language essential and advanced level of English.
DESIRABLE
- Previous experiences with procedures for managing funds from institutional donors (ECHO, European Union, UN Agencies and the private sector);
- Experience in project identification and formulation, including instruments such as logical framework, theory of change, etc.
