About the Asian Disaster Preparedness Center:
The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization for cooperation in and implementation of disaster risk reduction and building climate resilience in Asia and the Pacific.
Established in 1986 as a technical capacity-building center, ADPC develops and implements cross-sectoral projects/programs on the strategic themes of preparedness for response and resilient recovery, risk governance, urban resilience, climate resilience, and health risk management. ADPC strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, poverty and livelihoods, and regional and transboundary cooperation. ADPC supports the implementation of national, regional, and global frameworks, including the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for Climate Change, the New Urban Agenda, the recommendations and priorities of World Humanitarian Summit (WHS), etc. For details, please refer to the ADPC website at http://www.adpc.net/.
Purpose and Objectives:
Since 2016, ADPC has been providing technical assistance to the Ethiopian Disaster Risk Management Commission (EDRMC), with technical and financial support from the Bill & Melinda Gates Foundation (the Foundation), through the following programs:
- Strengthening Institutional Capacity and Preparedness for Emergency Response in Ethiopia (SIPERE) from 2016 to 2022.
- Advancement of Recovery Initiatives for Safer Ethiopia project (ARISE) in two phases (2018-2021).
- Improving Coordination Capacity for Preparedness and Emergency Response in Ethiopia (ETCOR) from 2021 to 2024.
These programs aim to strengthen the institutional capacity of EDRMC and key sectoral ministries, including Agriculture and Health, by enhancing systems, capacity, and coordination mechanisms for preparedness and response and improving knowledge management systems.
The objective of this assignment is to develop 1-2 video documentaries that capture the successful journey of these programs in Ethiopia.
The target audience for the documentaries includes the Gates Foundation, ADPC senior management, potential donors interested in building on this work, sectoral government agencies, and national and international development partners seeking to learn from Ethiopia as a model.
Expected Outputs:
The Video Documentation Consultant will deliver 1-2 video documentaries that capture the Ethiopia program journey, within the time frame.
Responsibilities and Tasks:
To deliver the above outputs, the consultants shall undertake the following tasks:
- Scriptwriting: Develop a storyboard and script based on the Ethiopia program journey report, key project interventions and inputs from the program team.
- Video Production: Film footage in the field and develop video(s) with English voice-over, following the approved script.
Post-production and Editing: This will involve finalizing the video(s) based on the review and inputs from the program team, and adding elements like music, sound effects, and transitions.
Working Principles:
In performing the duties and responsibilities indicated above the Consultant will be supervised by the Technical Lead – Planning, Monitoring, and Evaluation, the Program Lead – DRR Mainstreaming and Governance, and the ADPC Program Manager based in Ethiopia under the overall guidance of the Director, Preparedness for Response and Recovery (PRR) Department of ADPC.
Qualifications:
- A degree in Communications, Journalism, Social Science, or any related field from a recognized university.
- A minimum of 10 years of experience in a relevant field.
- Proven experience of having undertaken similar assignments.
- Excellent track record of developing audio-visual materials on relevant themes such as disaster management, climate change, social development, etc.
- Excellent English and Amharic, both oral and written.
- Demonstrated ability to process, analyze, and synthesize complex, technical information into user-friendly formats and products.
Duty Station: Home-based in Addis Ababa, Ethiopia
Duration: From the last week ofAugust until the end of September 2024. This is an output-based consultancy.
Itinerary: In case the official mission outside the duty station is required, the consultant will be entitled to domestic flights, local travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy.
Condition of payment: The Consultant will be paid according to the agreed Terms of Payment:
- 30% Upon submission and acceptance of the storyboard and video script by ADPC
- 70% Upon submission and acceptance of the final version of the video documentary by ADPC
All taxes, duties, and government charges imposed or levied in connection with this contract will be the sole responsibility of the consultant.
