What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic WASH Programme Development Manager who will be responsible for the design, development, and implementation of the WASH programme. The NRC Venezuela WASH programme focuses on dignified and secure access to WASH services in communities, schools and health centres through infrastructure rehabilitation, inputs provision to ensure the functioning of services, behaviour change, capacity building and governance.
What you will do
- Develop WASH strategy, technical SOPs / guidelines
- Responsible of development and manage funding proposal, project budgets and donor reports.
- Overall management of project staff
- Coordinate and manage WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Ensure capacity building of project staff and transfer key skills.
- Gather and analyse WASH-related data from target or proposed target populations, as part of integrated or joint needs assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
- Lead the development of sound and evidence-based WASH project proposals and budgets for new projects/extensions of projects in close collaboration the HoP

What you will bring
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts.
- Technical WASH expertise
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile
- Fluency in Spanish and English both written and verbal
- Management of humanitarian and WASH guidelines and manuals such as sphere manual, Wash Fit, 3-star manual, compendium of sanitation technologies and systems, etc.
- Knowledge of household water treatment solutions and safe storage, sanitation systems and handwashing points in emergencies.
- Experience working with population with different types of vulnerability, victims of conflict, violence, among others,
- Experience in budget management.
- Experience with technical report writing
- Previous experience in WASH-related issues in Red Cross movement or other international or national humanitarian organizations.
- Willingness to travel in the states where NRC has a presence and to spend the night in the field.

- Contract: national contract, 12 months
- Travel: up to 40%
