What we are looking for:
An experienced WASH Project Manager who will be responsible for providing strategic direction, technical supervision and implementation, quality assurance as well as monitoring of Gaza WASH programme activities and ensure mentoring and capacity development of relevant staff.
What you will do:
- Overall responsibility for effective and efficient management of the WASH projects consistent with the NRC project management cycle (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget);
- Responsible for providing technical and implementation support and guidance to field-based WASH staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.;
- Develop information management tools to support project management and tracking of commitments and deliverables.
- Ensure monitoring data is collected, analyzed, included in NRC’s MEL systems, and used to adapt programmes as required.
- Gather and analyze WASH-related data from target or proposed target populations, as part of integrated or joint needs assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
- Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
- Support the WASH Specialist with the development of sound and evidence-based WASH project proposals and budgets for new projects/extensions of projects in conjunction with the relevant teams,
- Support start-up (contracting, kick-off, work planning) and ongoing implementation oversight of new WASH partnerships in Gaza.
- Support the consolidation as well as the enhancement of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
- Closely coordinate with all CCs and cross-thematic areas (including digital approach and environmental considerations) to maximize integrated responses.
- Ensure alignment with the NRC Global WASH Development Strategy.
- Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the WASH team.
- Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
- Provide specific support and input to the recruitment process for WASH project staff.
- Provide and support with planning, evaluation, and development of WASH project staff in line with the JD including supporting capacity building needs.
- In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements.

What you will bring:
- Degree relevant to WASH such as: civil engineering, public health or related fields of study (master’s degree would be an added advantage)
- Minimum 4 years of experience within a humanitarian/recovery context with at least 2 years of WASH expertise (as Specialist/Technical Adviser and/or Program/Project Manager or an equivalent).
- Previous experience working in complex political contexts. Significant knowledge of the Middle East Region and Palestine context is highly preferable.
- Good understanding of key technical standards (SPHERE, HAP, IASC, safe and inclusive programming, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to rate into programming.
- Knowledge and skills in market analysis, cash-based interventions, and market-based programmes
- Experience with new programming start-up and expansion desirable. Experience working in remote management contexts desirable.
- Experience in leading needs assessment, project monitoring and evaluation activities and programme development.
- Experience in team capacity building.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Experience of a flexible approach to managing and prioritizing a high and diverse workload.
- Advanced computer skills, especially in MS Office; Word, Excel, Power Point and Outlook
- Fluency in English both written and verbal. Knowledge of Arabic desirable.
What we offer:
- Duty station: Gaza, Palestine
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 30% time to NRC operational areas
- Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions
