PROGRAM SUMMARY:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Gaza. The portfolio in Gaza focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs. Our activities include the operation of several primary and sexual reproductive health clinics operated by local Project HOPE staff.

This position will be based in Gaza and is contingent on funding.

Successful candidate must be able to travel through Israel to the position post.

POSITION SUMMARY:

Project HOPE is seeking a WASH Technical Lead to join the Gaza Response. The primary function of the WASH Technical Lead includes supporting the team in planning, design, implementation, supervision, and administration of the WASH technical interventions. S/he will be in charge of the prioritization and coordination of the start-up and management of implementation of the interventions, and often involved in development of concept papers and proposals for emergency scale up interventions in close cooperation with the WASH Coordinator. In addition, the WASH manager will support with the training of local staff and stakeholders in WASH related topics.

PRINCIPAL RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. These are common responsibilities for WASH Manager. These could change depending on the nature of the project and context.

Assessment:

  • Conduct initial joint multi sector rapid assessment to depict the current humanitarian situation in collaboration with other sectoral staff and affected population
  • Translate the needs into program priorities and identify emergency interventions
  • Provide capacity building support for conducting rapid needs assessments and its analysis that is to be linked to activity plan and budgets.
  • Support the assessment of the in-country resources and capacities (human, material and financial) for response with relevant staff and agencies

Program Design:

  • Enforce the implementation of aims and objectives of WASH response program in line with the WASH strategy.
  • Oversee, design and implementation for water systems for the given context, including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old Water systems.
  • Oversee, design and implementation of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking into full account the local conditions, resources, customs and cultural norms.
  • Implement a hygiene promotion program, which suits the local context and is widely accepted by beneficiaries.
  • Ensure and advocate/lobby that WASH program design is considering Health, gender, protection.
  • Contribute to ensuring that the response funded through external donors, and support the implementation all aspects of WASH interventions.
  • Ensure Sphere standards (both qualitative and quantitative) are considered through the program cycle and are well documented.
  • Develop concept papers, letters of intent, proposals and budgets in respect of the above.

Response Management and Implementation:

  • Manage Emergency WASH interventions in a prioritized manner with co-ordination with Project HOPE core sectors and other agencies, both governmental and non-governmental and the WASH Cluster.
  • Work closely with Human Resources team for hiring and building capacity of the WASH team.
  • Ensure gender and protection is considered throughout the project cycle with women being enabled to influence decision- making around WASH challenges.
  • Ensure Emergency WASH program implementation is linked to health, gender, child protection and nutrition.
  • Implement the appropriate supervisory, monitoring and evaluation systems for Emergency WASH interventions.
  • Work closely with program support functions (logistics and finance departments) for Emergency WASH program supplies and activities planning.

Information and Co-ordination

  • Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing.
  • Represent Project HOPE to governmental, non-governmental groups and WASH Cluster as needed and assigned with the supervisor
  • Support the program team in obtaining the required government permissions and positively engage with intuitional and private donors and HQ

MINIMUM QUALIFICATIONS:

  • Minimum of bachelor’s degree in water and sanitation engineering, civil engineering, or relevant technical WASH specialization
  • At least three years of work experience with designing and implementing emergency WASH (water and sanitation systems) in IDPs, refugee and migrant contexts, maintaining sanitation systems, and implementing hygiene promotion programs; or equivalent combination of education and experience.
  • Good knowledge and understanding of WASH sector and its hardware and software components
  • Demonstrated analytical, motivational, communication, project conceptualization and planning skills.
  • Experience in overseeing Emergency implementation, tracking the progress, reporting against the agreed indicators and managing project budget.
  • Experience in emergency and early recovery phases, including assessments and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian and development contexts.
  • Experience and understanding of key intuitional donors’ policies, guidelines and strategies e.g. USAID, BHA, ECHO, and UN.
  • Demonstrated experience in WASH proposal development and preparation of internal and donor reports.
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field, counterparts, senior government.
  • Demonstrated knowledge of linking WASH activities with other humanitarian sectors.
  • Ability to understand gender related challenges within the beneficiary groups
  • Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning
  • Fluency in English and Arabic is required

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
