SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.

SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.

General objective:

The Water Sanitation and Hygiene (WaSH) Project Manager is in charge of implementing and achieving the objectives defined in the proposals. He/she is in charge of supervising the operational teams allocated to his/her program.
He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

The main challenges:

Humanitarian funding in Yemen is reducing and being further streamlined. Positioning in frontlines and good program follow up becomes insufficient to guarantee mission’s sustainability for West Coast. For this reason, the programmatic structure of the Mission requires major investments into strategic areas that can allow the Country program to evolve: key investments for development of concept notes and proposals towards development donors; integration of other actors/sectors through strategic local and international partnerships; enhancement of program quality and innovation.

Priorities for the 2/3 first months:

1- Lead and follow closely the implementation of the 3 ongoing projects in the base.
2- Steer the development of key investments, studies and concept notes for kickstarting new programmatic approaches mainly in the livelihood sector and towards different donors.
3- Reinforce integration of priority crosscutting elements: Protection mainstreaming, environment/CC.

Security constraints :

The situation is complicated in Al Mokha but slightly more stable/secured than other governorates of Yemen. The situation is less predictable closer to the frontlines. Overall, the main risks are: Unexploded ordinances, Carjacking Ammunition Explosions, shelling, armed operations, Road Accidents and Crossfire.

There are strict security rules and a curfew.

Education / academic background:

Diploma (BA) in relevant field

At least 3 years in the humanitarian sector. A first experience on a similar position would be an asset.

Specific skills and experience:

Technical skills

1. Experience in WASH project management or WASH construction management

2. Experience in proposal development
3. Experience dealing with national partners and local/government authorities

Transversal skills
1. Advanced communication skills with capacity to juggle conflicting priorities

2. Advanced analytical skills
3. Capacity to work to tight deadlines in a challenging humanitarian environment

Language:

1. Fluency in written and oral English mandatory
2. Arabic an asset

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Living conditions – Accommodation is in SI rented guesthouse in the centre of Al Mokha City, on second floor, same building with the office.

The guesthouse is fitted with decent size rooms – with shared bathroom/toilet and well air conditioned, including open terrace and basic sports equipment available. Kitchen and cook are available and a few restaurants are present in town, where staff can order from.
Staff can organize for the meals to be prepared within the guesthouse kitchen or buy from restaurants which are close by.
Reliable but limited internet is available in the GH and guarding services are present.
