Context and Core Functions / Responsibilities

Under the general guidance of the Senior Programme Coordinator (Peace Building & Stabilization), Under the overall supervision of the Programme Officer (PVE) , and directly reporting to the Project Officer (CCCM), the Category A Consultant (P2) Project Officer, ICRS will be responsible for supporting the Government of Iraq in developing and setting up as well for direct field implementation of a service coordination and referral system following the IOM Information, Counselling and Referral Services (ICRS) model in Jeddah-1 Centre as well as in communities of return.

Building upon IOM’s participation and leading role in the United Nations (UN) Joint Approach and the application of the Global Framework for the Return of Third Country Nationals from northeast Syria in the Iraq context, IOM is seeking to strengthen the operationalization of the Rehabilitation and Transitional Services Taskforce (RTS TF) under the Technical Working Group (TWG) for the Implementation of the Global Framework in Iraq. IOM’s support to the RTS TF is delivered jointly through the Prevention of Violent Extremism (PVE) Unit in their capacity as co-chair of the RTS TF, as well as through the Camp Management and Camp Coordination (CCCM) Unit in their capacity as leading on technical support to MoMD at the field level.

This body of work is in direct support to the Ministry of Migration and Displacement (MoMD), who manages Jeddah-1 Centre with support from IOM and other UN agencies, and in close coordination with other government institutions, including security agencies, and relevant UN and NGO actors and service providers. The forthcoming service coordination system will follow the IOM ICRS model which typically includes the following aspects: (1) information: including socio-economic / demographic profiling and the management of a reintegration database and information management system including in the support in designing and effective implementation of assessment protocols; (2) counselling: for returnee families to address needs and provide guidance; (3) referral: linking returnee families with services covering skills training, education and job opportunities, MHPSS, protection, legal support, and specialised needs inside Jeddah-1 and in areas of return.

Core Functions / Responsibilities

  1. Support the CCCM Program Officer and the PVE Program Officer in the design / scale up and implementation of the ICRS model to respond to individual case management for rehabilitation and reintegration of Iraqi nationals returning from al-Hol camp in NES, in Jeddah-1 centre and during their return back to the communities. This includes close coordination and cooperation with IOM units delivering transitional services and reintegration activities.
  2. Direct implementation of the ICRS model in Jeddah-1, and when expanded in areas of return, including oversight of field staff and database staff including support to government secondees and government senior management.
  3. Support in the identification, set up and roll out for material, financial and human resources needs for larger project design and implementation.
  4. Support the CCCM Program Officer in expanding collaboration and coordination with relevant UN agencies and other key implementing partners at the field level in Jeddah-1 and support the PVE Program Manager in expanding this coordination at the Rehabilitation and Transitional Services senior level to expand the ICRS system and strengthen referral pathways in community settings.
  5. Support the PVE Program Officer and the CCCM Program Officer in liaising with relevant government counterparts, in particular the ministry of Migration and Displacement and including service delivery institutions and security agencies at governorate and central levels.
  6. Assist technical experts in preparing user manuals and conducting training programs as required.
  7. Assist technical experts in designing assessments and protocols.
  8. Perform such other duties as may be required.

Performance indicators for the evaluation of results

  1. Successful design, set-up, and management of the ICRS project in Jeddah-1
  2. Effective and sustainable coordination with other government institutions, IOM units, UN Agencies, and NGOs
  3. Identification and operationalization of referral pathways in areas of return

Required Qualifications and Experience:

Education, Experience and/or skills required

  • Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or university degree in the above fields with four years of relevant professional experience.
  • Minimum of 2 years of work experience.
  • Demonstrated experience in designing and implementing DDR, PVE, reintegration, stabilization, peacebuilding, or other relevant programs.
  • Experience in project implementation, capacity building, and information management.
  • Experience in working in or managing multidisciplinary teams and experience working with staff from diverse environments and backgrounds.
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions.
  • Strong knowledge and understanding of the region and conversant on regional politics is desired.
  • Experience working in camp settings is desired.

Travel required: Yes, travel to Jeddah-1 Centre, Baghdad, as well as areas of return.

Languages:

  • Fluency in English language is required.
  • Fluency in Arabic language is an advantage.
