Context:

Present in Chad since 2009, IOM works to ensure safe, humane and orderly migration in coordination with the Chadian authorities and local partners in support of the implementation of the Global Compact for Safe, Orderly and Regular Migration (PMM). IOM Chad continues to expand its engagement within the United Nations system in Chad for the implementation of intergovernmental agreements covering migration, including Agenda 2030 and Agenda 2063 of the African Union. IOM plays a key role in integrating migration into the work of UN country teams. Additionally, in Chad, a UN Migration Network was created, bringing together UN agencies working on migration in the country. Its role is to provide coordinated, system-wide support to the government on migration-related issues.

IOM Chad Country Office (CO) has extensive experience in humanitarian action and facilitation of assisted voluntary return, protection of vulnerable migrants and reintegration, refugee resettlement as well as broader community stabilization initiatives, peacebuilding, security and development in communities of origin, transit and destination, which contribute to the creation of environments conducive to stability, peace and development.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes and in close coordination with relevant Departments in the Regional Office of West and Central Africa (RO Dakar) and Headquarters (HQ), the Programme Support Unit Coordinator (PSU Coordinator) will provide and coordinate programmatic support to the CO, with a focus on project development, governance and policy support, knowledge management and reporting aligned with IOM’s Strategic vision 2024-2028 and IOM Regional Strategies to Central and West Africa, the UN Cooperation framework for Chad while supporting the coordination of the UN Migration Network.

Core Functions / Responsibilities:

  1. Coordinate and contribute to the development of results-based programmes and projects, concept notes and project proposals, in close coordination with the DCoM, Project Managers, relevant donors, government counterparts and project partners, by providing technical inputs and support that responds to emerging trends and priorities, and that are in compliance with IOM and donor interests and requirements.
  2. Research potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities and contribute to the development of approaches to expand the IOM donor base.
  3. Provide overall project development coordination and support to IOM Chad wide programmatic portfolio and identify new programmatic funding opportunities.
  4. Support the DCoM with Country Office briefings and presentations, talking points and well as the preparation of transversal analysis and snap-shot documents, as needed.
  5. Support effective working relationships with donor counterparts and project/programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.
  6. Review resource requirements, document programmatic needs, gaps and opportunities. Contribute to the alignment to IOM global, Regional and Country strategies during project development and donor reporting, including supporting and promoting use of Strategic Results Framework (SRF) global results and indicators.
  7. Coordinate donor reporting for all Programme activities of the CO considering specific donor guidelines and using a Results Based Approach.
  8. Support the development of the CO’s new Country strategy aligned with the Regional Strategy for West and Central Africa and the strategic plan, engagement with partners and implementation and review.
  9. Develop reporting, information-sharing and communication templates, protocols, and tools in coordination with the different project teams to facilitate and improve the internal communication.
  10. In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software application.
  11. Support to strengthen the overall coordination of monitoring and evaluation within the CO.
  12. In coordination with relevant Units in the CO, draft visibility and other resource mobilization materials and organize donor briefings and visits.
  13. Provide support to the CO in establishing and maintaining strong partnerships with Government entities, implementing partners, UN agencies and other stakeholders.
  14. Monitor project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements.
  15. Supervise the staff in Programme Support Unit.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Law, International Relations, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Previous experience in working with an international organization;
  • Previous experience in donor liaison and communication strategies; and,
  • Work experience in the Region of West and Central Africa and emergency setting.

Skills

  • Knowledge of project development and capacity-building methodologies;
  • Strong communication and writing skills;
  • Good knowledge of information management and data visualization;
  • Proficiency in Microsoft Office tools and other related software;
  • Knowledge of IOM project management cycle and PRIMA;
  • Knowledge and understanding of programmatic development and integrated approaches to project development such as results matrix and theory of change;
  • Knowledge and understanding of M&E and reporting tools; and,
  • Ability to adapt M&E and reporting tools to work effectively with local authorities, stakeholders, and beneficiaries.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arab and other local languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
